ESTACADA CITY HALL, COUNCIL CHAMBERS

MONDAY, SEPTEMBER 22, 2003 - 7:00 PM

 

CALL TO ORDER BY PRESIDING OFFICER

 

The meeting was called to order at 7:00 pm.  Mayor Austin led in the pledge of allegiance.

 

Present:  Cr. Cliff Atkinson, Cr. Michele Cheshier, Cr. Becky Arnold, Cr. Marli Stauffacher, Mayor Robert Austin, CM Randy Ealy, CR Denise Carey.

 

Absent:  Cr. Cliff Gavic, Cr. Ben Erickson.

 

CITIZEN AND COMMUNITY GROUP COMMENTS                                                       

 

Mayor Austin presented City Recorder Denise Carey with a plaque she was awarded at the Oregon Association of Municipal Recorder’s annual conference for the Oregon 2003 Recorder of the Year.  

 

Suzanne Dinsdale, Estacada Arts Commission – The Arts Commission is asking for clarification on comments at the last meeting when the council voted to commission the centennial project.  Mayor Austin stated that the council voted to commission a centennial project but did not want it to be a mural.  She stated the Arts Commission would also like to be involved with the gateway corridor project.

Cr. Atkinson moved to adopt the consent agenda.  Cr. Arnold seconded the motion.  The motion passed unanimously.

 

DEPARTMENT & COMMITTEE REPORTS                                                         

 

City Manager – CM reviewed his schedule for the week and some important meetings coming up.  He then reviewed his written staff report and answered questions from the council.

 

 

COUNCIL BUSINESS                                                                                     

 

Resolution 2003 – 21 – A Resolution opposing the formation of Electric People’s Utility District (PUD) in Multnomah & Yamhill County – CM Ealy and Mayor Austin explained the events leading up to this resolution.  The City of Portland is looking at purchasing PGE and developing a PUD that may restrict franchise fees from being paid to all jurisdictions including Estacada. 

 

Cr. Atkinson moved to adopt Resolution 2003-21 – A Resolution opposing the formation of Electric People’s Utility District (PUD) in Multnomah and Yamhill County.  Cr. Cheshier seconded the motion.  The motion passed unanimously.

 

Tourism Planning Project – CM Ealy explained that Clackamas County has hired a consultant to help with the visioning for tourism in all communities in Clackamas County.  This consultant will help communities identify their strengths, weaknesses, opportunities and threats to developing a tourism planning project.  Two community sessions have been scheduled for Estacada and all community groups are encouraged to attend. 

 

Estacada Gateway Corridor Plan – CM Ealy presented a detailed plan for Estacada’s Gateway Corridor developed by Stephen Shibley of Estacada.  The council is very interested in looking at this and encouraged staff to keep working on this and to invite Mr. Shibley to the tourism planning sessions.

 

NPDES Permit – The plant is currently running under capacity.  The city has been given 18 months to put together some plans for sampling, etc.  CM asked for council consent to sign the mutual agreement and order from DEQ.

 

Cr. Cheshier moved to begin the review process with DEQ and to execute the NPDES Permit.  Cr. Arnold seconded the motion.  The motion passed unanimously.

 

CITIZEN AND COMMUNITY GROUP COMMENTS                                                       

 

Tim Arnold, 142 Wade Street – Mr. Arnold invited anyone interested in beginning an Estacada Historical Society to a meeting on October 3rd at City Hall at 7:00 pm.

 

Paula Nelson, 355 S. Broadway Street – Ms. Nelson stated that the Harvest Festival plans are moving along and thanked the city for helping with the event.  The festival will take place on October 25th and include many activities including pumpkin carving, a parade, a boo-fest, and an essay contest.

 

 

 

COUNCIL REPORTS & COMMENTS                                                                 

 

Cr. Arnold reported that the skate club at the high school is meeting twice a month and the skate park committee is ready to take off on the development of a park.  She also stated that the Chamber of Commerce has hired Terri Miller who is being trained this week to man the office. 

 

Mayor Austin reported that there were many great events this weekend including the Best Dam Run, the Community Recycling Day and the grand opening for the auditorium.
