CALL TO ORDER BY PRESIDING OFFICER
The meeting
was called to order at 7:00 pm. Mayor
Austin led in the pledge of allegiance.
Present: Cr. Cliff Atkinson, Cr. Michele Cheshier, Cr.
Becky Arnold, Cr. Marli Stauffacher, Cr. Ben Erickson, Cr. Cliff Gavic
(7:20pm), Mayor Bob Austin, CR Denise Carey, CP Mike McCallister.
Absent: Cr. Cliff Gavic, CM Randy Ealy
CITIZEN AND COMMUNITY GROUP COMMENTS
Mayor Austin presented Nancy Erickson the June Citizen of the Month for her Fashion Show fundraiser for the Community Center. He also awarded Richard Hartwig the June Golden Rake Award.

Approve
May 12, 2003 Council minutes
Resolution
2003 – 12 – A Resolution requesting a special cities allotment grant from the
State of Oregon.
Cr.
Atkinson moved to adopt the consent agenda.
Cr. Arnold seconded the motion.
The motion passed unanimously.
PUBLIC HEARING – ANNEXATION 2003-01 – William Hilands
Annexation to the City of Estacada of territory located generally on
the south side of Darrow Road, west of the intersection of Mountain View Lane
and Darrow Road, more particularly described as 32808 Regan Hill Road, T3S R4E
28B Tax Lots 1800, 2000 and 2100
Mayor Austin
opened the public hearing and asked for any councilor needed to declare
ex-parte contact. There was none.
CM
McCallister reviewed the staff report and recommendation from the Planning
Commission of approval of the annexation.
He also then read a statement regarding evidence and the right to
appeal.
William
Hilands, applicant, stated that all the property owners involved are interested
in obtaining city services.
There was
no public input.
Mayor
Austin closed the public hearing after a motion and second.
Cr.
Arnold moved to approve annexation application 2003-1. Cr. Cheshier seconded the motion. Roll call vote: Cr. Stauffacher-yes, Cr. Atkinson-yes, Cr.
Cheshier-yes, Cr. Gavic-yes, Cr. Arnold-yes, Cr. Erickson-yes, Mayor
Austin-yes. The motion passed with 7 yes
and 0 no.
COUNCIL BUSINESS
Estacada
Library Board Appointments – Mayor Austin appointed Linda Arnett to the
Library Board with consensus of the council.
Estacada
Area Arts Commission Appointments – Mayor Austin appointed Katinka
Bryk, Jami Berry, Gloria Polzin, Dwight Douthit and Miriam Hunt with council
consensus. Dwight Douthit will fill the
unfinished term ending 6/30/04.
Underground
Utilities Variance – 200 NW 10th Avenue - Mayor Austin reviewed the request. He stated that the council had not granted
variances for underground utilities in the past in hopes that eventually all
areas in town will comply with the code.
The applicant was not present.
Cr. Stauffacher stated that there was at least one property on the same
side of the road that had underground utilities. Cr. Arnold asked if the underground utilities
were required at the time the manufactured home was placed as a temporary
use. CP McCallister stated that this was
a condition when the home was placed but there was an agreement signed that if
the use ever became more than temporary the owners would comply with all city
codes at that time. Cr. Arnold asked if
someone were to place a home on this lot today, would underground utilities be
required. CP McCallister stated that it
would be a requirement.
Cr.
Atkinson moved to deny the underground utilities variance at 200 NW 10th
Avenue. Cr. Stauffacher seconded the
motion. The motion passed
unanimously.
CITIZEN AND COMMUNITY GROUP COMMENTS
Lt.
Edwards, Clackamas County Sheriff’s Office, updated the council on the security
for the Big Stink. The Sheriff’s Office
is working with the applicant on this.
COUNCIL REPORTS & COMMENTS
Cr. Arnold updated the council on
the 4th of July event. There
will be a fireworks display this year but if this year does not pay for the
fireworks the Chamber will not be having the display in the future. There has been an ongoing debt for the
fireworks and they have not been able to retire this debt. They are asking for volunteers and donations
for the event.
Cr. Gavic stated that the
microbrewery is now open. He also stated
that the Clydesdale visit was very successful.
Cr. Erickson congratulated the
people appointed to committees and the high school spring sport athletes.
Mayor Austin stated he had been
in Salem visiting with the legislators regarding issues relating to the
city.
