ESTACADA CITY COUNCIL WORKSHOP MINUTES

ESTACADA CITY HALL, COUNCIL CHAMBERS

MONDAY, JULY 14, 2003 – 7:45 PM

 

 

1.       CONVENE MEETING                                     

 

Mayor Austin called the workshop to order at 9:00 pm.

 

2.       PROPOSED ORDINANCES                                                                                                

 

Chronic Nuisance Ordinance – CM reviewed the ordinance and it was council consensus to place an ordinance on the next agenda.

 

Amended Loitering Ordinance – The council would like to see this placed on the next agenda. 

 

Gas Tax Ordinance – CM reviewed the discussion at the county level for a street utility fee and the difference between that and a gas tax.  Several jurisdictions in Oregon have a gas tax.  The mayor commented on the gas tax and feels it may the fairest way to obtain money for street maintenance.  It was council consensus to go forward on implementation of a gas tax rather than a street utility fee.  Staff will talk to the petroleum dealers in town regarding the tax and what the dollars would be used for.  Council instructed staff to also get some numbers together on projected revenues for $.01 and $.02 per gallon tax.

 

Skinny Streets – Cr. Atkinson asked why the council was discussing this again.  CM stated that larger communities have begun to allow streets to be “skinny” but smaller communities still require wider streets.  The council has not seen a need to change the street standards but would be willing to look at other codes from neighboring cities such as Molalla to compare their street standards.

 

School District Ball field MOU – Council would like to see a draft of an agreement on what the school and the city are proposing as a joint effort for ball fields.
