CALL TO ORDER BY PRESIDING
OFFICER
The
meeting was called to order at 7:00 pm.
Mayor Austin led in the pledge of allegiance.
Present: Cr. Cliff Atkinson, Cr. Michele Cheshier, Cr.
Marli Stauffacher, Cr. Ben Erickson, Mayor Robert Austin, CM Randy Ealy, CR
Denise Carey, CA Andrew Cole.
Absent: Cr. Becky Arnold, Cr. Cliff Gavic.
EXECUTIVE SESSION ORS
192.660 (1)(h) Litigation
Mayor Austin announced that the council would
adjourn into executive session under ORS 192.660(1)(h) to consult with counsel
concerning the legal rights and duties of a public body with regard to current
litigation or litigation likely to be filed.
He asked everyone to leave the room except those representing the
media. He advised the media
representatives to that they couldnt report the contents of the executive
session.
All council and staff listed above were present
along with Dave Stone, Lead Plant Operator, Chris Randall, Public Works
Director and Clinton Vining, Clackamas County News.
The Council returned to regular session.

Citizen of the Month Lisa Galluzzo
December
Golden Rake Award Randy and Teri Smart
Mayor Austin presented the December Citizen of the Month Award to Lisa Galluzzo for all her work coordinating the Festival of Lights celebration. He also announced the December Golden Rake Award to Randy and Teri Smart, 410 SE Mountain View Lane.
Cindy Baker Ms. Baker gave an update on a skate park forum she attended in Portland. She presented the information regarding skate parks provided at the forum. It was a very informative meeting.

Resolution
2003-24 A Resolution opposing the formation of an Electric Peoples Utility
District in Clackamas County
Cr. Cheshier moved to approve the consent agenda. Cr. Stauffacher seconded the motion. The motion passed unanimously.
DEPARTMENT & COMMITTEE
REPORTS
City Manager CM reviewed the upcoming Main Street
paving project. The Council would like
to see some streetscaping with the project to beautify Main Street. Staff will bring options to the council to
consider before making a final decision on the total project.
COUNCIL BUSINESS
Comp Plan Update Population Projections The Periodic Review Task Force met last week to
receive the study included in the council packet. CM reviewed some of the results of the study
and answered questions from the council.
Cr. Atkinson stated that all results would be backed
up with very accurate statistical information.
The whole idea about this document is to allow the council to make
well-informed and accurate decisions on land use issues.
Parks & Recreation Master Plan Update CM stated that the information in the packet is
the executive summary of the total document.
Mayor Austin would like to see some information in the study about
partnering with other agencies such as the school to maybe reduce the price of
land needed for community parks. Cr.
Atkinson would like to see the Timber Park included in the plan at some
point.
Library Property Geotechnical Engineering Award
Bid Cr. Cheshier moved to award
the bid for Geotechnical Services for the library site to Carlson Geotechnical
for $3,450 as recommended by Dave Piper.
Cr. Atkinson seconded the motion.
The motion passed unanimously.
Library Property Survey Award Bid Cr. Cheshier moved to award the bid for
professional survey services for the library site to Compass Engineering for
$1,800 and for $225 to set missing boundary corners in the event any are
missing. Cr. Atkinson seconded the
motion. The motion passed unanimously.
Set Council Summit Date CM stated that staff is working on a mailing list
that includes a representative or two of every community organization to put
together a Community Summit to be held at the Community Center on Saturday,
January 17, 2004 from 8:00 am - noon.
Mayor Austin stated that all organizations could discuss issues such as
grant writing and needs and how to promote our community. CM would like to have this be a real
professional update for all organizations in the community.
Set State of the City Address Date CM stated that this will take place at the
January 12, 2004 council meeting.
CITIZEN AND COMMUNITY GROUP
COMMENTS
Dave Stone, Lead Plant Operator Mr. Stone informed the council that the Clackamas
River Water Providers has changed their charter changing their bookkeeping
services. The city belongs to this
association and Mr. Stone recommends that the city continue their membership, even
though the dues may increase with this change.
He also stated that the city SCADA system has been upgraded recently.

Cr. Stauffacher thanked everyone for coming and
wished everyone a great holiday.
Cr. Atkinson asked staff to check some grease traps around
town at restaurant sites. He also wished
everyone a prosperous new year in 2004.
Cr. Cheshier wished everyone happy holidays and
again thanked Lisa Galluzzo for all her work to bring holiday cheer to
Estacada.
Cr. Erickson wished everyone a Merry Christmas.
Mayor Austin also wished everyone a great holiday
season.
