ESTACADA PLANNING COMMISSION MINUTES

CITY HALL

THURSDAY, MAY 22, 2003 - 7:00 PM

 

1.       CALL TO ORDER

 

          The meeting was called to order at 7:00 pm.

 

2.       ROLL CALL

 

Present:  Cm. Cameron, Cm. McGregor, Cm. Crosby, Cm. Phillips, Cm. Sager, Cm. Hartwig, CP McCallister, DCR Hovda.

 

Absent:  Cm. Copeland.

 

3.       APPROVAL OF THE APRIL 24, 2003 MINUTES

 

Cm. Sager moved to approve the April 24, 2003 minutes.  Cm. Hartwig seconded the motion.  Motion passed unanimously.

 

4.       PUBLIC HEARING

 

  1. Land Partition Application #2003-2.  The Applicant, William Hazlewood (Heath Stalcup), is requesting a three-lot partition of property located at 32808 SE Regan Hill Road, and described as 34E, Section 28B, tax lot 200. The subject property is zoned R-2.

 

Staff explained that they received a call from the applicant, Heath Stalcup just before 5:00 pm.  He stated that he was not able to attend the meeting and wanted more time to review the staff report.  Consensus was to postpone this public hearing to the June 19th Planning Commission meeting.

 

 

  1. ANNEXATION NO. 2003-01 - ANNEXATION TO THE CITY OF ESTACADA of territory located generally on the south side of Darrow Road, west of the intersection of Mt. View Lane and Darrow Road, more particularly: 32808 Regan Hill Road, T3S R4E 28B TL'S 1800, 2000 & 2100.

 

Chrm. Cameron opened the public hearing and asked for abstentions or ex parte contact, there was none.  CP McCallister reviewed the staff report, which recommends approval.  CP explained that the Planning Commission will be forwarding a recommendation to the City Council, who will conduct a public hearing and then decide if they want to refer the annexation to a vote of the people in November. 

 

Bill Hilands, applicant, 2698 SW Ravensview, Portland, stated that it will be great to have the City services available to his property.

 

Chrm. Cameron closed the public hearing. 

 

Cm. Hartwig asked how and when Darrow Road would become a City road.  CP explained that the City and County have an agreement regarding annexed roads being turned over to the City. 

 

Cm. Crosby moved to recommend approval of Annexation Application #2003-01 to the City Council.  Cm. Hartwig seconded the motion.  Roll Call Vote:  Cm. McGregor - yes, Cm. Crosby - yes, Cm. Phillips - yes, Cm. Sager - yes, Cm. Hartwig - yes, Chrm. Cameron - yes.  Motion passed 6-0.

 

Staff stated that the next meeting will be June 19th.
