Estacada Parks and Commission
Minuets – April 23, 2003
Chairperson Turk called the
meeting to order at 07:03 pm
Members present: Dianna Turk, Pam Peterson, Rob Kowalewski,
Cheryl Copeland, Deb Weikum and Roxanne Morrisey
A correction to the 03/26/03
minutes adds: “should be added to city
budget”. Com. Kowalewski moved that the
minutes be approved with the correction.
Com. Peterson seconded this motion and all other members agreed.
Citizen’s Concerns &
Comments:
John Alexander from Total
Impact Audio and Entertainment – 27142 S. Skinner Road, Estacada was
present. Mr. Alexander had information
regarding the estimate to bring power to Timber Park. The estimate from Oregon Electric was for $190,000. This estimate included 5
power locations, underground lines and separate meters that would be unlocked
and read for any shows. This feature
would enable the city to bill the promoters for any electricity used. Mr. Alexander felt that the expense to
upgrade the electricity could be recouped in 2 to 3 shows.
Curtis Irwin from 26665 SE
Bridgewater, Boring, OR was in attendance.
Mr. Irwin had been in contact with Bill Strawn regarding the horseshoe
pits at Timber Park by the old beer garden.
Bill Strawn had no information on this.
Chairperson Turk is going to email Bill Strawn with the horseshoe pit
information that had been approved by the Estacada City Council.
Staff Report
City Manager Ealy was unable
to attend the meeting, but had a memo for the Parks and Recreation Commission
to review. CM Ealy had several questions
regarding the Wade Creek Pond clean up in regards to start time, lunch
accommodations, and the need to sign a liability waiver. Dianna Turk is going to email CM Ealy with
answers to his questions.
CM Ealy requested a
recommendation on the grant application.
He suggested that we prioritize with land would be best in our opinion
to build the park around for grant purposes.
All members agreed to suggest the mobile home land to CM Ealy for the
grant application.
City Council Liaison Report
The City Council Liaison was
not in attendance.
Unfinished business
Chairperson Dianna Turk
inquired as to what has to be done to open Wade Creek Pond. It was determined that bathrooms would be
required. It was estimated that a “Porta
Potty” could be purchased for approximate $300 with weekly servicing running
about $25.00 to $38.00 per week. Com.
Peterson expressed concern about vandalism with a porta potty and suggested
that a wood frame could be placed around
a unit. All construction debris would
need to be removed prior to any opening.
Dianna Turk will email Bill Strawn to get information on the property
line. Chairperson Turk would like to ask
Bill Strawn to attend the next meeting to discuss the budget.
The ESA held a meeting on
Monday, 4/21/03. Becky from the City
Council attended the meeting
City Manager Ealy is working
on a state parks grant. Com. Kowalewski
requested a funding application from
Siletz Conferated Tribes and Western Foundation. This application will be sent directly to
Com. Kowalewski.
