BOARD OF DIRECTORS MEETING

VIEWPOINT RESTAURANT

December 5, 2003 – 8:00 AM

 

1.       CALL TO ORDER

 

The meeting was called to order at 8:00 am.

 

2.     ROLL CALL

 

Present:  Bob Akins, Gary Ames, Leroy Layton, Jerry Griggs, Traci Hovda, Guest Steven Amick, Oregonian.

 

3.  APPROVE MINUTES OF NOVEMBER 7, 2003 REGULAR MEETING

 

     Consensus was to approve the minutes as presented.

 

4.  NEW BUSINESS

*      Jerry’s leave of absence – Jerry stated that he will be having surgery on both knees on December 18th.  He is on light duty until then and is only working on office matters.  After the surgery he will be out 6-8 weeks. 

 

Traci stated that the claim has been submitted to SAIF (workers comp).  They are reviewing the claim.  They have agreed to pay a portion of Jerry’s wages while he is on light duty and then they will cover his wages after the surgery until he is ready to return to work as long as the claim is accepted. 

 

Traci asked how the Board would like to handle the mileage payment that they pay Jerry while he is on light duty and leave.  The Board discussed the issue and decided to still pay him the monthly mileage allowance since it was intended to average out over the course of the year. 

 

*      Review grant letter – the Board liked the draft letter and signed it for submission.  Bob wants to make sure we watch the restrictions of grant money so it doesn’t tie the hands of the District in any way.

 

Leroy suggested looking at combining our District with the Sandy Cemeteries.  Perhaps we could join funds and have them keep Jerry.  The Board discussed the Sandy Cemeteries and felt that they were structured completely different, including the fact that they don’t receive tax revenue.  The Board didn’t feel this was a viable option.  The Board discussed the fact that we need some alternative because if grave sales and opening/closings don’t pick up – we’ll still be out of money before the end of the year.  Tax revenue isn’t enough to carry the District through the entire year. 

 

Gary stated that if we had an up to date tax base this wouldn’t be an issue.  Jerry explained that we can’t change our 1964 tax base.  All we can do is to try to get a temporary levy that would only be good for a limited number of years, and then would revert back to our current levy. 

 

Jerry discussed the possibility of having the Foster Farm help or take over the maintenance of the Foster Cemetery since it’s mostly their ancestors that are buried there.  The Board wasn’t sure if they’d be willing or not.

 

5.  OLD BUSINESS

 

The Board discussed the removal of the tree at the George Cemetery.  Consensus was to let Jerry organize the removal through a friend of George Buckner’s.  Gary offered to help cut up the wood with his friend Brian, once the tree is down.  The wood will be distributed to those in need as determined by Jerry and those cutting the wood.

 

6.  PUBLIC INPUT

 

Steven Amick of the Oregonian stated that he has been doing research on our District and is gathering information for an article that will appear in next Thursdays paper.
