ESTACADA PLANNING COMMISSION MINUTES

CITY HALL

THURSDAY, JANUARY 10, 2002 - 7:00 PM

 

1.         CALL TO ORDER

 

The meeting was called to order at 7:00 pm.

 

2.         ROLL CALL

 

Present:  Cm. McGregor, Cm. Sager, Cm. Crosby, Chrm. Cameron, CP McCallister, DCR Hovda.

 

Abesent:  Cm. Erickson.

 

3.         APPROVAL OF THE NOVEMBER 29, 2001 MINUTES

 

Cm. McGregor moved to approve the minutes.  Cm. Crosby seconded the motion.  Motion passed unanimously.

 

4.         PUBLIC HEARING

 

A.    Land Partition Application #2001-1.  The Applicant, Carol Day-Bordeaux, is requesting a two-lot partition of property located at 210 NW 10th Avenue, and described as 34E, Section 20AD, tax lot 300. The subject property is zoned R-1. This application is subject to the criteria in Section 16.16, 16.104, 16.116, 16.120 and 16.132 of the Estacada City Code. 

 

 

Chrm. Cameron closed the Planning Commission meeting and opened the public hearing.  He asked for abstentions or ex-parte contact, there were none.

 

CP McCallister reviewed the staff report recommending approval with conditions. 

 

Carol Day-Bordeaux, applicant, stated that this was her mother's property and she passed away.  The mobile home belongs to her daughter who lived there on the temporary use permit.  Grandma's will allowed the granddaughter to divide the lot and purchase the property to make the mobile home a permanent residence.  She said that they didn't have any problem with the conditions of approval.  She was unsure why PWS Strawn would say that they didn't place the mobile home with the proper pit sets.  They were required to do this during the original placement and the City inspected it then.  She asked who her main contact would be with the city so she could get a list of the exact criteria and standards that need to be used during this project.  She stated that when they placed the mobile home for the temporary use they were told to do certain things, and when they were done, they would be told of additional requirements or told that they didn't do them according to standards.  She expressed her frustration during this process and hopes that this time will not be the same. 

 

CP stated that PWS Strawn would still be her contact.  He suggested that she get a copy of the inspection reports from the placement of the mobile home for the temporary use permit to show that she did do it according to the correct pit sets. 

 

There was no public input.

 

Cm. Cameron closed the public hearing and reopened the Planning Commission meeting. 

 

Cm. Sager moved to approve Land Partition Application #2001-1 with the conditions in the staff report.  Cr. McGregor seconded the motion.  Roll Call Vote:  Cm. McGregor - yes, Cm. Sager - no, Cm. Crosby - yes, Chrm. Cameron - yes.  Motion passed 4-0.

            The Meeting was adjourned at 7:18 pm.
