ESTACADA PLANNING COMMISSION MINUTES

CITY HALL

THURSDAY, MAY 30, 2002 - 7:00 PM

 

1.         CALL TO ORDER

 

            The meeting was called to order at 7:00 pm.

 

2.         ROLL CALL

 

Present:  Cm. McGregor, Cm. Holden, Cm. Pettitt, Cm. Crosby, Cm. Sager, Cm. Erickson, Chrm. Cameron, CP McCallister, DCR Hovda.

 

3.         APPROVAL OF THE APRIL 25, 202 MINUTES

 

Cm. Holden moved to approve the April 25, 2002 minutes.  Cm. Erickson seconded the motion.  Motion passed unanimously.

 

4.         PUBLIC HEARING:

 

  1. Comprehensive Plan Amendment Application #2002-1 & Zone Change Application #2002-1.  The applicants, Paul Koch & Steve Mueller, are requesting a comprehensive plan map amendment from Commercial & Low Density residential to Multi-family residential, and corresponding zone change from C-1 & R-1 to R-3 for property described as 34E 20AD, tax lots 401, 402, & 503 - 980 NW Wade Street.  

 

Chrm. Cameron closed the Planning Commission meeting and opened the public hearing.  He asked for abstentions or ex-parte contact, there were none.

 

CP McCallister reviewed the staff report.  He explained that the Planning Commission will be making a recommendation to the City Council. 

 

Steve Mueller, applicant, 25404 S McQueen Road, Estacada, agrees with the staff report.  He stated that he and Mr. Koch are working together on this project.  Mr. Mueller would like to build a multi-residential housing complex and Mr. Koch would like to add a couple of mobile home spaces where he previously tore down a house.  Mr. Mueller is looking at 12-13 units and Mr. Koch 2-3 mobile homes.  The maximum would be 20 combined units. 

 

Mr. Pettitt asked which road would provide access for the development.  Mr. Mueller stated they would access via Eagle Creek Road (Wade Street). 

 

Candy Anderson, 989 N Broadway, lives right behind the proposed area.  She feels the proposed apartment building could negatively impact her property.  She stated the property has been commercial property with oil tanks and old equipment sitting there for a number of years, therefore she is concerned as to whether the property was contaminated.  She also feels the mobile home park has very limited parking already and questions whether there is enough room in that space for parking and proper street access. 

 

Cm. McGregor stated that parking will be addressed when the applicants develop the property.  The Commission is only addressing the zone change/comp plan amendment tonight. 

 

The Commission discussed the possible layout of the proposed development so to have minimal impact on neighboring properties. 

 

Cm. Sager understands the situation of having a multi-family development in a neighbors back yard and has a problem with that.  He feels that it’s unfair to the property owners to change the zoning after they purchase their homes. 

 

Cm. McGregor feels that it could be a lot worse because it is currently zoned commercial.  He suggested that she may look into developing her own screening. 

 

Steve Mueller, stated that he is not against trying to make it better for his neighbors.  He does feel that this would have less of an impact than commercial alternatives.

 

Cm. Cameron closed the public hearing and reopened the Planning Commission meeting. 

 

Cm. Holden moved to recommend approval to the City Council of  Comprehensive Plan Amendment Application #2002-1 & Zone Change Application #2002-1.  Cr. Crosby seconded the motion.  Roll Call Vote:  Cm. McGregor - yes, Cm. Holden - yes, Cm. Pettitt - yes, Cm. Crosby - yes, Cm. Sager - no, Cm. Erickson - yes, Chrm. Cameron - yes.   Motion passed 6-1. 

 

Cm. Erickson gave a brief update of the progress of the Periodic Review Committee.

 

Staff stated that the next meeting will be July 11, 2002.
