ESTACADA PLANNING COMMISSION MINUTES

THURSDAY, MARCH 28, 2002 - 7:00 PM

 

1.         CALL TO ORDER

 

            The meeting was called to order at 7:00 pm.

 

2.         ROLL CALL

 

Present:  Cm. McGregor, Cm. Sager, Cm. Erickson, Cm. Pettitt, Cm. Holden, Chrm. Cameron, CP McCallister, PWS Strawn.

 

Absent:  Cm. Crosby.

 

3.         APPROVAL OF THE JANUARY 10, 2002 MINUTES

 

Cm. Sager moved to approve the minutes.  Cm. McGregor seconded the motion.  Motion passed unanimously.

 

4.         PUBLIC HEARING

 

A.    Conditional Use #2002-01.  The applicant, Ken Andrews, Milstead and Associates, Inc., (Estacada Junior High School) is requesting a conditional use according to Section 16.16.030(K) of the Estacada Municipal Code, to: construct a new, approx. 7,000 SF addition to house general-purpose classrooms and construction of a freestanding approx. 2,000 SF covered play shed adjacent to the east end of the existing tennis courts.  Property described as 34E, 20DA, tax lots 100 & 7100 - 500 NE Main Street - which is zoned R-1 (low density residential).  This conditional use is subject to section 16.16, 16.76 & 16.88 of the Estacada Municipal Code. 

 

Chrm. Cameron explained that since these applications are so similar, we would hold one public hearing.  Once the hearing is closed we will ask for separate motions on the application.  Chrm. Cameron closed the Planning Commission meeting and opened the public hearing.  He asked for abstentions or ex-parte contact, there were none.  He then read a statement regarding evidence.

 

CP McCallister reviewed the staff reports - both recommending approval with conditions.  CP discussed the requirement for off-street parking and explained that the Grade School had excess off-street parking spaces that could be used to offset the shortage in off-street parking spaces at the Jr. High School. 

 

PWS brought to the attention of CP and the Planning Commission that the proposed play area for the Jr. High school is on a public sewer main.  He did not see this at the time of his initial review.  He stated that the City must be able to get to it if they need to work on it. 

 

The Commission discussed the off-street parking requirements and the possibility of requiring screening and planting at River Mill School.  CP informed the Commission that because it is an existing use they can't require screening and planting now. 

 

Kenneth Andrews, Project manager, representative for Milstead  & Associates, and District representative, agrees with CP staff report.

 

Gordon Lee, architect for the project, discuss the screening and planting at River Mill School and stated that they intend on doing something there. 

 

PWS asked if the covered play area that is planned over the sewer main would be accessible to maintenance personnel.  Mr. Lee said there would be access, but also suggested that they could shift the play area in either direction to provide better access to the City. 

 

PWS asked if temporary parking would be made available during construction, since existing parking will be blocked during construction.  CP explained the proposed temporary modular classrooms would be mostly not taking up off-street parking spaces.  Mr. Lee agreed that this would need to be addressed during that public hearing next month. 

 

Cm. Holden asked what kind of security will be placed around the construction area.  Mr. Lee said that construction fencing would be put up for the safety of the children. 

 

Cm. Sager voiced his concerns regarding parking and traffic flow during construction.  Mr. Lee explained that these types of decisions are typically left up to the construction team.  They will meet with City personnel to discuss the possibilities.

 

Cm. Erickson asked about the current parking capacity of the High School.  The Commission feels the most demand for parking is during events at the Jr. High auditorium. 

 

An unknown gentleman, working with John Ott, stated they are working on a plan of how they are going to handle construction activities, personnel, traffic flow, parking, etc.  They should have the information available in a couple of weeks. 

 

There was no other public input.

 

Cm. Cameron closed the public hearing and reopened the Planning Commission meeting. 

 

Cm. Sager moved to approve Conditional Use #2002-01 with the conditions in the staff report.  Cr. Erickson seconded the motion. 

 

CP asked for clarification on the amount of parking spaces that are being required.  Cm. Sager stated that he doesn’t feel there is a problem with parking at the Jr. High School.  Chrm. Cameron would like to see the extra spaces be required.  CP stated the Commission needs to find the parking requirement is either met through the spaces needed at the Grade School, or that it is not met and require additional spaces.  Cm. McGregor feels there are never enough spaces at the schools and that they should require the additional spaces, even if it means using some lawn area. 

 

Cm. McGregor moved to require the additional spaces on the Jr. High site.  Cm. Pettitt seconded the motion.  Roll Call Vote:  Cm. McGregor - yes, Cm. Sager – no, Cm. Pettitt - yes, Cm. Holden - yes, Cm. Erickson - yes, Chrm. Cameron - yes.  Motion passed 5-1. 

 

Roll Call Vote on original motion to approve Conditional Use #2002-1 with the conditions in the staff report and the additional parking requirements:  Cm. McGregor - yes, Cm. Sager - yes, Cm. Pettitt - yes, Cm. Holden - yes, Cm. Erickson - yes, Chrm. Cameron - yes.  Motion passed 6-0. 

 

B.     Conditional Use #2002-02.  The applicant, Ken Andrews, Milstead and Associates, Inc., (Estacada River Mill School) is requesting a conditional use according to Section 16.16.030(K) of the Estacada Municipal Code, to: construct a new freestanding, approx. 15,000 SF addition at the SE Corner of the existing school to house general purpose classrooms, music room, gymnasium and attached covered play shed; to enclose the existing east end covered play area with an approx. 650 SF attached addition to house the relocated Media Center; demolition and removal of two existing double-unit portable classroom buildings and the existing District Grounds building to allow construction of the proposed free standing addition.  Property described as 34E, 20, tax lot 900 - 850 NE Broadway Street - which is zoned at R-1 (low density residential).  This conditional use is subject to section 16.16, 16.76 & 16.88 of the Estacada Municipal Code.   

 

Cm. Sager moved to approve Conditional Use #2002-02 with the conditions in the staff report.  Cr. Pettitt seconded the motion.  Roll Call Vote:  Cm. McGregor - yes, Cm. Sager - yes, Cm. Pettitt - yes, Cm. Holden - yes, Cm. Erickson - yes, Chrm. Cameron - yes.  Motion passed 6-0. 

 

Mr. Lee asked if they could now reduce the number of parking spaces at the Grade School since they will not be used to offset the requirements at the Jr. High School.  The Commission agreed with this request.

 

Cm. Erickson gave a brief review of the recent meetings of the Periodic Review Committee.  He explained they have just completed a plan evaluation, and now they will define the work programs for the different areas that need to be addressed.  After that they will review the results and have the Council review them before they submit them to the State.  They will not meet the May 1st deadline, but have filed for an extension and shouldn’t have any problems.  He is not sure when the Planning Commission will see the work plan.
