Meeting Minutes

June 19, 2002 – 4:30PM to 6:00PM

 

q       Call to Order – Bill Strawn

 

q       Roll Call & Announcements

Present: Randy Ealy, Bill Strawn, Richard Hartwig, Jerry Polzine, Gary Warkentine, Diedre Landon

Absent: Jim Carey

 

q       Water Loss:

What is covered by the “estimated” water loss column on the report?  (Hydrant flushing, overflows, vaccum truck use, etc.)  This helps us find the high impact problems, stolen water, accidentally tapped public lines, etc.

 

Is there a reason we don’t meter ALL of the lines in the city?  Can we request that the fire department give us an estimated number for ALL of the water that they use?  The City of Portland loses over 150MGD which is more than we produce in a year.

 

q       300 Main Street:

The crosswalks are in, the contractor has missed a few days due to the weather but feels that they are still on track for the project timeline.  We have deleted the concrete crosswalk on 3rd Avenue and the bumpouts on the North side.

 

q       Is there a possibility that we can keep the new 4-way stop at jackpot?  Many customers would like to see it continue.  Would it work?

 

We should look at a 5-10 year analysis of traffic flow.  Then we can set up a work session to discuss potential solutions to potential flow problems.  Take the master plan home and study the issues.

 

q       2003 SCA Grant, Potential Project Brainstorm:

q       Top of Main Street Hill, the first block.  Can we chip seal this are as a short term fix?

 

6th & Wade, by Leather’s Oil.  An overlay that was done.  We should get 20-30 years use out of a new road.  However, after 10 this area is cracking.  We should have done more base work to save the road long term.

 

The SCA grant will only cover streets that come through the city from a state highway to a state highway, connector roads.

 

The committee feels that we should try to stay on track with the Main Street idea.  We should move forward and try to complete as much as possible.  Randy thinks that maybe we can do a chip-seal overlay on the 1st and Main block until we are able to work on that section of street more thoroughly.
