Meeting Minutes

May 15, 2002 – 4:30PM to 5:45PM

 

q       Call to Order – Bill Strawn

 

q       Roll Call & Announcements

Absent: Jerry Polzin, Gary Warkentine, Jim Carey

 

q       BILL STRAWN:

o       Postmaster ~ Talk with him about the proposed improvements to the Parking Lot.  To improve traffic flow.

 

q       Post Office Traffic Flow:

Wayne and Bill reviewed the proposed changes.  The City of Estacada will partner with the Post Office to make these improvements.  The Post Office can purchase the sign, the City will provide equipment, labor and traffic paint.

 

This would allow the ingress to keep moving while the egress is held up due to traffic patterns.  We can purchase a fluorescent Green (school zone sign) that states: “STOP: Yield to On-Coming Traffic, Do Not Block Drive”.

 

Batzer may want to sell their empty lot next to the post office, it is doubtful that they would donate the land at this point.  Wayne has asked the carrier drivers to only stay in the alley.  He is willing and happy to give the proposal a shot.

 

At this point we will just have to hope that the visual stimulation is enough to correct the situation.  The “skateboard park” idea for the empty lot, might create a bigger problem than a solution. 

 

The City will move ahead.  They will get quotes from Clackamas County Sign Shop.  Though the work might not be done until this summer when we are in the area with our crew.  We are going to try to get a hold of some thermoplastic rather than using the traffic paint, the thermoplastic lasts longer.  We would need a 20’ x 4” yellow strip and a white stop bar.

 

q       300 Main Street:

The bid opening was earlier today.  There was 1 bid received on the project.  The engineer has taken the proposals and they will submit a letter of recommendation.  The latest engineers estimate was about $70,000 the bid came in at about $85,000.  There are two issues that we are facing here, we didn’t budget enough money for the scope of the project.  We only solicited bids, we didn’t advertise.

 

When a contract is over $75,000 we have to advertise.  We can re-scope the project, that way it will cost less.  We can take this to Parker NW and ask them to renegotiate the contract.  Hopefully bringing the bid cost to $75,000 or less.

 

We can eliminate some of the work by eliminating the North Island and the bump outs.  Then we can go out for a re-bid.  We can delay the project and put it out to bid because we may get better bids.

 

We requested the first bids without blocking the North/South traffic but we also requested that they submit a bid if we allowed them to block the intersection.  There was $16,000 additional funding to sustain the North/South traffic.  The stages have a high cost.  The intersection would be closed for 45 days.  The City crew isn’t large enough to do the job in-house so we have to contract the project.

 

Bill would like to renegotiate with the engineer and the contractor to reduce the scope of work and bring down the contract price.  He would need to approval to close down the intersection so that we can save that additional money too.  He is anxious to work with Park NW.  Turin is the subcontractor and they do an excellent job paving.  The concrete guy is premier and he does an excellent job.  (Have the information for a re-scope ready by Monday.)

 

q       Shafford Road:

Mike Walker with Sandy wants to hang on to their speed bump.  They connected 2 dead end roads, the new traffic pattern is causing some concern, they may have to try the speed bump there.  They try it in a location and when it works it is kept there permanently.  Temporary speed bumps can be made for about $5,000 while the bids for constructing a new one came in at about $2,500.

 

Randy is going to talk to the neighborhood to find out how they would like to proceed.  It seems the speed bump issue has lost steam.

 

q       Misc:

The committee will begin to rate the condition of the existing infrastructure.  Availability of funds for repair (SDC, etc.).  Street inventory update, can we make a map?  Prioritize the CIP lists.

 

DiBartolo, 525 NW 6th Avenue: Sidewalk and Curb Status.

 

Can/Will we obtain grants to improve the sidewalk/paving issue?  How do we get those street improvements done?
