Meeting Minutes

April 17, 2002 – 4:30PM to 6:10PM

q       BILL STRAWN:

o       Postmaster ~ Talk with him about the proposed improvements to the Parking Lot.  To improve traffic flow.

o       Steve Adams, True Value ~ Garden Center, Possibility of dedicating flower planter in the median proposed within the 2002 SCA Improvements.

 

q       Water Treatment Plant Update:

The water treatment plant update is currently 99 9/10% Complete.  A few minor problems were brought up during the final walk through.  They should be worked out by the end of next week.

 

Our goal was to double the capacity of the plant.  The first bid cost came in too high, during the re-scope/re-bid we had to take a few items out.  1 river pump ($50,000) and a chlorine contact chamber ($100,000).  This created a capacity of 1.5 MGD.  Once these components are added to the system we will have a daily capacity of 2 MGD.  We won’t need them for about 5-10 years.  The 2 MGD plant was the recommendation for a 20 year window.

 

The difference between the average/peak useage is the irrigation customers. The school is the main irrigation customer.  They have worked with us to curtail their useage when we haven’t been able to meet the demand. 

q       UPDATE ~ Street Improvement Assessment

 

q       Leak Detection:

This needs to be done periodically.  We found some more leaks on the line that runs on 3rd Avenue behind Cascade Utilities Corporate Offices.  The old OD Steel lines need to be replaced.  We have $10,000 in the budget.  Was that used for anything?  Can it be used or rolled over for a project next year?

 

The Mill Line is an important line to replace.  It completes the circle and it would allow us to find any unknown taps, etc.

 

q       Mapping

Street, water, sewer, storm drain, park.

 

GIS vs. Auto-CAD

 

$500 for the ARC-VIEW software that allows us to view the GIS maps done by Clackamas County.  GIS allows for layering so that you can see all of the infrastructure on one map, or you can look at one system at a time.

 

We need an intergovernmental agreement with Clackamas County to establish fees, etc.
