Meeting Minutes

March 20, 2002 – 4:40PM to 6:10PM

q       Roll Call & Announcements

Present: Randy Ealy, Jerry Polzin, Richard Hartwig, Jim Carey, Gary Warkentin, Diedre Landon

q       Leak Detection Survey~

They would like to see one or two major problem water lines in the ’02-‘-03 budget.  They feel that the money on the leak detection was well spent.  We have fixed the existing leaks and we would like to concentrate on working on the distribution lines.  Replacing the old damaged lines.

 

q       Did we accomplish decreasing the leaks as much as we had hoped?  Well, yes and no.  The leak detection report is down to 31% average, we were shooting for a 20% average or less.  Much of this decrease was due to an error caused by the new meter reading company.  When the new meter readers were hired on they began reading the large meters incorrectly.  We have determined the source of the error and corrected it.  We were then able to add this additional water use into the water loss report, which corrected a majority of the problem. 

 

We finished the leak repairs before February 1st, so the report information following this date should give us a fairly accurate idea of how the leak detection work helped with the water loss. At the end of this month we will be able to review the water loss report and get an accurate idea of how much the leak detection work helped us reduce the water loss in the City.

 

q       What is the state requirement for distribution system leaks?  There is no state requirement for water loss. However, it is good to stay below or around 20%.

 

q       Can Bill come up with a list of priority water lines that need replacement?  (2 or 3 candidates?)

 

q       300 Main Street SCA

Would the bump outs cause a problem for the public works maintenance crew?  Randy feels that they would be good in the downtown core area.  They would help promote walking through town which business owners foresee increasing their foot traffic and sales. 

 

Gary feels that it would look nice to extend the bump out farther south.  There were some concerns that this might pose a problem with True Value Hardware.  This would block one of their driveway entrances, but it might make the traffic flow easier through the lot.

 

The committee wanted to confirm what the height of the center island would be.  Would it be flush with the ground, but a different color?  Would it be high enough that a pedestrian would feel safe from vehicles if they were stuck on the island?

 

q       Shafford Road Speed Bump

We are looking into the possibility of installing a rubber speed bump, to test the location.  The City of Sandy has a rubber speed bump that has been built to City specifications.  We are thinking of borrowing this speed bmp to try it out and see if it in fact helps with the problem we are having.  We would need to install some signs to warn of the bump as well as paint the word “BUMP” on the ground before the speed bump.

 

q       Post Office Traffic Control

There are delivery trucks that stop to unload into Hi-School Pharmacy during rush hour.  This causes a problem with vision for that intersection.  The store does have an agreement to unload there, but it should only be done during the AM hours of the day, not in the evening.

 

There is also a problem with the traffic flow entering and exiting the post office.  Currently the traffic coming out of the Post Office main entrance has a habit of blocking the entrance so that cars can not get in while they are pulling out.  This causes a backup of traffic on the street, which makes the drivers get antsy.  Many drivers are in the habit of trying to pass the turning vehicles.  This places them in the lane of oncoming traffic and leaves the potential for collisions.  It is scary for not only the pedestrians but also for the surrounding vehicles.  (See attached sketch.)

 

Randy would like to invite the Post Master to the next meeting.  Hopefully we can resolve some of these traffic flow issues.
