ESTACADA COMPREHENSIVE PLAN CITIZEN WORKGROUP

MEETING MINUTES

CITY HALL

January 29, 2002 - 7:00 P.M.

 

1.       CALL TO ORDER – CM Ealy

 

          CM Ealy called the meeting to order at 7:00 pm.

 

2.       ROLL CALL

 

Present:  Dean Holden, Tamara Long, Alan Rademacher, Ben Erickson, Kristina Engelbrecht, Jerry Polzin, Cliff Atkinson, Rob Hallyburton, CM Ealy.

 

Absent:  Carrie Wheeler, John McAdoo.

 

3.       PERIODIC REVIEW BRIEFING – Rob Hallyburton, DLCD

 

Mr. Hallyburton reviewed the process for updating the comprehensive plan.  A comprehensive plan is the document that the local government uses in guiding land use decision making.  The periodic review is a multi-phased project with three steps:

1.       plan evaluation – evaluate based on factors spelled out in the notice from DLCD

2.     develop a work program – details the tasks that will be accomplished during the periodic review

3.     task work – as a task is completed and adopted by the council, it is sent to DLCD for approval.

The first two steps need to be completed by May 1st with a possibility of a 90-day extension.  The council will need to adopt the work plan after a public hearing has been held before it is sent to DLCD. 

 

There are four factors in statute to consider in the evaluation:

1.       Has there been a substantial change in circumstances so that the comprehensive plan does not comply with the statewide planning goals.

2.     Decisions implementing acknowledged comprehensive plan and land use regulations are inconsistent with the goals.

3.     There are issues of regional or statewide significance, intergovernmental coordination or state agency plan or programs affecting land use which must be addressed in order to bring comprehensive plan and land use regulations into compliance with the goals.

4.     The existing comprehensive plan and land use regulations are not achieving the statewide planning goals.

 

Periodic review should be completed within three years after the work program has been approved by DLCD. 

 

Mr. Hallyburton stated that Estacada’s UGB is very big for a town of this size because it was developed on overestimated population figures.  The periodic review is also used to remove land use barriers. 

 

The first phase is to review the statewide planning goals and determine which sections of the comp plan need to be revised.  Phase one also includes looking at the zoning ordinance to recommend any changes needed. 

 

There are things the city is required to do:

1.       Airport planning issues

2.     Goal 5 - Natural Resources was amended in 1996 and these changes will have to be implemented in the comp plan – identifying wetlands and riparian areas – grant money available – need to do this early in the procedure because it will affect build able land inventories.

3.     When a city exceeds 2500 population in the UGB – public facilities planning and housing needs analysis are additional requirements

 

CM Ealy stated that the city has current and updated master plans for water, sewer and transportation.  These will be reviewed by DLCD for the requirement of public facilities planning.

 

The committee unanimously chose Cliff Atkinson as the chair of the committee.  City staff will prepare minutes and agendas.  The committee discussed distributing a survey to collect economic and social information.  Mr. Hallyburton stated that economic figures collected during the census will not be released for a few months.  Money is an issue with surveys.
