called the meeting to order at 7:00 pm.
Present: Cliff Atkinson, Dean Holden, Jerry Polzin,
Ben Erickson, Alan Rademacher, CM Ealy, CP McCallister.
Absent: Tamara Long, John McAdoo, Kristina
Engelbrecht, Carrie Wheeler.
None.
CM Ealy distributed work programs from Hood River, Hubbard
and Silverton identifying similar tasks to what this committee will be
doing.
CP McCallister
stated that this review requires some very technical work. Scott Campbell, Assistant Planning Director
of Clackamas County, has experience writing work programs and has offered to
provide his services through the County.
The County has just gone through this whole process and a lot of
information for the area was collected at that time.
CP McCallister
stated that the Hood River work program is very similar to the one Estacada
needs and they could use this as a guide for their deliberations.
The committee
discussed the process and timeline for creating the work program. The first step is to find out how much
information is already available for this process. CP McCalllister stated that he could pull
together some of the information, such as population and economic information,
and put together the OARs needed to evaluate the plan.
Goalposts/timelines – The
Committee will try to evaluate and answer all the questions at their next
meeting. A timeline will be developed at
the next meeting.
Staff support – CP
McCallister and CM Ealy will research information needed and get it distributed
to the group as soon as possible.
5. Plan
Evaluation- Step 1
The Committee reviewed
the questions in the DLCD information and discussed what information they have
and what they will need to assist in answering the questions. CP McCallister will bring the information he
has available including airport zoning information. The Storm Drain Master Plan completed in 1997
has a natural resource inventory including some wetlands.
Staff will document (live)
suggestions from the committee at the March 5 meeting with regards to the four
Plan Evaluation questions, as stipulated by DLCD. Committee members will review the four
questions. They will use Hood River’s as
a model.
