ESTACADA CITY HALL, COUNCIL CHAMBERS

MONDAY, MAY 13, 2002 - 7:00 PM

 

A.        CALL TO ORDER BY PRESIDING OFFICER                                         

 

The meeting was called to order at 7:00 pm.  Council President Butcher led in the pledge of allegiance.

 

Present:  Cr. Butcher, Cr. Stauffacher, Cr. Hartwig, Cr. Troeh, Cr. Atkinson, Cr. Gavic, CA Cole, CM Ealy, CR Carey.

 

Absent:  Mayor Austin.

 

B.        CITIZEN AND COMMUNITY GROUP COMMENTS                    

 

Lisa Homan – Estacada Area Chamber of Commerce – Ms. Homan announced that Artback has received a $3,000 grant for the Tree of Life mural project.  She also thanked the P.S.U. students and Beverly for all the work on the Farmer’s Market.

 

Jane Reid – Chair, Estacada Arts Commission – Ms. Reid stated that this Friday will be the last Spring Arts Lecture Series at 7:00 pm at the United Methodist Church.  She also stated that July 19th and 20th is the Estacada Summer Celebration. 

 

Jennifer Joyce – Artback – Ms. Joyce thanked citizens for supporting the Artback and the mural projects.  They are very proud to get grant dollars and the community support.

 

C.        CONSENT AGENDA                                              

1.       Approve April 23, 2002 Workshop and April 23, 2002 Council meeting minutes

2.     3rd Avenue Vacation Request – Estacada School District

3.     Resolution 2002 – 10 – A Resolution extending City of Estacada’s workers’ compensation coverage to volunteers of the City of Estacada.

 

Cr. Troeh moved to approve the April 23, 2002 Workshop and April 23, 2002 Council minutes.  Cr. Hartwig seconded the motion.  The motion passed unanimously.

 

Cr. Hartwig moved to set a formal hearing for the 3rd Avenue Vacation Request.  Cr. Troeh seconded the motion.  The motion passed unanimously.

 

Cr. Troeh moved to approve Resolution 2002 – 10 – A Resolution extending City of Estacada’s workers’ compensation coverage to volunteers of the City of Estacada.  Cr. Gavic seconded the motion.  The motion passed with 5 yes and 1 no (Cr. Hartwig).

 

D.        DEPARTMENT & COMMITTEE REPORTS        

 

Clackamas County Sheriff – Dep. Steinhauer reviewed the March activity report.

 

Public Works Activity and Water Loss Reports – CM reviewed the public works activity report and the water loss report. 

 

Financial Report – CM reviewed the financial report, explaining that it shows the activity in each line item. 

 

City Manager Report – No report.

 

E.        COUNCIL BUSINESS                                                         

 

Estacada Extreme Sports – Paintball fields in the park – CM introduced John Schleiff, Estacada Extreme Sports and Hobby.  Mr. Schleiff reviewed his proposal that the city open a paintball course in the Timber Park.  He wants the City of Estacada to build something to draw people to the city.  He proposes that the city build the course and contract out the management of the course.  Mr. Schleiff has put in his proposal for his company to manage the course.  The initial cost of the field is $5,000 to $6,000 if you do not have any donations contributing towards the development of the course. 

 

CM stated that there are a number of issues that need to be researched and looked into.  He would like time to sit down with John and staff to work out these issues bring an official staff report to the council.  Staff will also have to consult PGE and the city attorney regarding this proposal. 

 

Chamber of Commerce – Steve Stone is asking for some help from the city by allowing the Chamber space in City Hall for their offices.  They are proposing to partner with the museum and to use the museum area for their office.  This would allow the museum to be open during the week for the schools and others to visit.  This would also allow the city and Chamber to have a closer working partnership. 

 

Cr. Troeh feels this is a very positive way to utilize the building.  Cr. Butcher also likes the idea of having the Chamber located at city hall. 

 

Trudy Hofman, Estacada Museum – She feels this is a great plan and that it will benefit he museum. 

 

Cr. Hartwig moved to allow the Chamber of Commerce to move into the museum and old sheriff’s office area and waive all utility charges for the fiscal year 2002-03.  Cr. Stauffacher seconded the motion.  The motion passed unanimously.

 

SOLV City Banner Project – Jane Reid stated that one of the projects that came from the SOLV meetings was to create city banners.  The city will receive $250 in SOLV money for this project and a grant for $1,250 from the Estacada Community Foundation.  Innovative Graphics in Gresham will do the banners at cost.

 

Kristi Englebrecht stated that the yellow graphic was the one selected for the banners.  Jenny Joyce has developed the artwork that will also be the Estacada Seal artwork.  The bottom would allow seasonal and event banners to be attached to the permanent banners.  The dimensions of the banner are 2’ x 4’ and they will be printed double sided.  They will be hung on existing brackets.   

 

Nina Hamilton stated that there will be a small celebration to dedicate the banners but no date has been set. 

 

The Council is pleased with the banners and thanks everyone for their efforts.

 

F.         CITIZEN AND COMMUNITY GROUP COMMENTS                                

 

John Schleiff – Mr. Schleiff wanted to thank the supporters here tonight for this proposal.

 

Amanda Johnson, Estacada High School student – Ms. Johnson conducted an informal survey of 221 students on the paintball field proposal and there was an overwhelming support for the field.  It would give the kids something to do. 

 

G.        COUNCIL REPORTS & COMMENTS                  

 

Cr. Troeh stated that she enjoyed Mr. Schleiff’s presentation. 

 

Cr. Gavic commented on a couple of new businesses.  Also he attended the ODDA conference and learned a lot about revitalizing the downtown.

 

Cr. Atkinson is pleased that the Chamber and city is finally getting together in the same building.  He is also pleased to see someone trying to do something for the kids in the area.

 

Cr. Stauffacher also thanked Mr. Schleiff and Amanda for their information.  She also thanked the committee for the submittal of the banner design.

 

Cr. Hartwig tore down the gazebo in the park this weekend.  The building in the park needs to have some work done.

 

Cr. Butcher thanked everyone for coming and for all the interesting and wonderful presentations this evening. 

 

 

H.        EXECUTIVE SESSION 192.660(1)(e) – Real property transaction

 

Cr. Butcher stated the purpose of the executive session is conduct deliberations regarding real property transactions.  Cr. Butcher identified ORS 192.660(1)(e) as authority for the executive session.  She also stated that representatives of the news media shall be allowed to attend and all other members of the audience were asked to leave the room.  She stated that representatives of the news media are specifically directed not to report on any of the deliberations during the executive session, except to state the general subject of the session as previously announced.  Keppie Kepplinger, Clackamas County News, attended the executive session.  Present were the councilors and staff listed above as present.

 

The council came back into open session.

Cr. Butcher stated the purpose of the executive session is to consult with counsel concerning current litigation and litigation likely to be filed.  Cr. Butcher identified ORS 192.660 (1)(h) as authority for the executive session.  She also stated that representatives of the news media shall be allowed to attend and all other members of the audience were asked to leave the room.  She stated that representatives of the news media are specifically directed not to report on any of the deliberations during the executive session, except to state the general subject of the session as previously announced.  Keppie Kepplinger, Clackamas County News, attended the executive session.  Present were the councilors and staff listed above as present.

 

The council came back into open session.
