1. CONVENE
MEETING
Mayor
Austin opened the workshop at 6:00 pm.
Present: Cr.
Staffaucher, Cr. Troeh, Cr. Atkinson, Mayor Austin, CM Ealy, CR Carey.
Absent: Cr. Gavic, Cr. Butcher, Cr. Hartwig.
2. STAGE FEE – POLICY ON WAIVING FEES
CR Carey reviewed the staff report on stage fee
waivers. It was council consensus to go
with staff recommendations.
3. PARK FEE –
POLICY ON WAIVING FEES
CR Carey reviewed
the staff report regarding park fees and vendor licenses. Council agrees with the staff report and
staff will prepare ordinances and resolutions for the April 8th
council meeting.
Lisa Homan,
Executive Director, Chamber of Commerce – Pointed out that there are two
different types of non-profit organizations.
Lisa Homan,
Squaw Mtn. Road – Vendors should be charged because they use electricity
and water. This would cover the costs
of having a booth and staff time associated with licensing the booth. Some type of license fee should be required -
$10 or $20.
4. PAYMENT OF
BILLS – OBTAINING QUOTES – COUNCIL APPROVAL
CM Ealy stated
that when the council approves the payment of bills, the services or goods have
already been incurred and the bills need to be paid.
Cr. Atkinson
would rather see quarterly budget updates rather than individual bills. This formal discussion will be put on the
April 8th agenda.
CM Ealy asked
for guidance on when the council needs to see something of the fiscal
nature. When do you obtain quotes? $500?
There was
council consensus to have the bidding process policy to be administrative. Administrative policy will be set by the City
Manager as far as when to collect bids and when there needs to be council review.

RELATIONS
CM Ealy reviewed information
regarding media relations and how to talk to the media.
