MONDAY, DECEMBER 9, 2002 - 7:00 PM

 

CALL TO ORDER BY PRESIDING OFFICER                                   

 

The meeting was called to order at 7:00 pm.  Mayor Austin led in the pledge of allegiance.

 

Present:  Cr. Richard Hartwig, Cr. Pam Butcher, Cr. Jane Troeh, Cr. Marli Stauffacher, Cr. Cliff Gavic, Cr. Cliff Atkinson, Mayor Bob Austin, CM Ealy, CR Denise Carey.

CONSENT AGENDA

1.       Approve November 18, 2002 Council minutes

 

Cr. Butcher moved to approve the consent agenda.  Cr. Atkinson seconded the motion.  The motion passed unanimously. 

 

DEPARTMENT & COMMITTEE REPORTS         

 

Library Building Task Force Update – Jim Reynolds – Mr. Reynolds stated that they have not yet had the two downtown properties appraised as directed by Council.  The committee is in the process of qualifying architects for the design stage.  They will rank the three firms being interviewed and make a recommendation.  Mr. Reynolds gave an overview of the plan for funding the new library.  He stated there needs to be a group formed to acquire the land and they need direction from the Council.  He asked the Council to authorize CM Ealy to enter into negotiations with the recommended architects from the task force before the January Council meeting.  The Council discussed the siting of the new library and reinforced that the citizens and the council want the library located in the downtown area.  Cr. Troeh suggested a workshop with the task force and the council for the task force to share all the information they have regarding the sites. 

 

Senator Rick Metzger – Senator Metzger stated that there will be many decisions in the next legislative session regarding the budget and finances.  There are many challenges for the legislature to overcome but he is ready to take them on.  Senator Metzger answered questions regarding school funding, grant monies and other pressing financial concerns before the legislature.

 

City Recorder – Election Results – CR Carey read the November 5, 2002 election results.  711 of the 1202 registered voters cast ballots for a 59.1% turnout.  Voting for Mayor was 184 votes for Thomas M. Sager and 439 votes for Robert J. Austin with 85 blanks and 3 over votes.  Voting for Council was 170 votes for Karen M. McCarty, 180 votes for Kay F. Nelson, 169 votes for Richard R. Hartwig, 222 votes for Tanya R. Phillips, 226 votes for Becky Arnold, 283 votes for Michele R. Cheshier, 382 votes for Ben Erickson, 72 blanks and 8 over votes.  Voting for Measure 3-86, to annex 20.34 acres into the City of Estacada was 493 yes votes to 181 no votes with 37 blanks and no over votes.

 

Public Works Water Loss and Activity Reports – CM Ealy reviewed the reports included in the packet.

 

COUNCIL BUSINESS

 

Periodic Review Work Program – Periodic Review Workgroup Recommendation – There will be a position to fill because of Ben Erickson being elected to council.  Staff will advertise for this position.  Cr. Troeh moved to approve the recommendation and send to Clackamas County and the State for their approval.  Cr. Stauffacher seconded the motion.  The motion passed with 6 yes and 1 no (Gavic).

 

Resolution 2002 – 26 – A Resolution of the Estacada City Council authorizing the City Manager to review and recommend changes to the Personnel Manual, Job Descriptions and salary ranges for the City of Estacada.

 

Cr. Butcher moved to adopt Resolution 2002 – 26 – A Resolution of the Estacada City Council authorizing the City Manager to review and recommend changes to the Personnel Manual, Job Descriptions and salary ranges for the City of Estacada.  Cr. Hartwig seconded the motion.  Roll call vote:  Cr. Butcher-yes, Cr. Stauffacher-yes, Cr. Hartwig-yes, Cr. Atkinson-yes, Cr. Gavic-yes, Cr. Troeh-yes, Mayor Austin-yes.  The motion passed with 7 yes and 0 no.

 

COUNCIL REPORTS & COMMENTS                 

 

Mayor Austin stated that the committee in charge of developing a city manager contract is close to being done and should be on the agenda on January 13th.

 

Mayor Austin thanked Jane, Pam and Richard for their time spent on the council. 

 

Cr. Troeh stated it was an honor to sit in the position of councilor.  She has enjoyed it immensely and hopes the new councilors will enjoy it as much.

 

Cr. Gavic thanked Pam, Jane and Richard for serving on the council.  He also thanked the downtown businesses for putting up Christmas lights along with the City and Chamber. 

 

Cr. Atkinson thanked Senator Metzger for attending.  He also thanked Pam, Jane and Richard for their time on the council.

 

Cr. Hartwig thanked the library committee for the work they have already done.  He reviewed some of the events during his eight years on the council.  He stated it has been great working with all the councilors and staff over the last eight years.

 

Cr. Stauffacher thanked everyone for coming and stated Jane, Pam and Richard will be missed.

 

Cr. Butcher stated it has been an honor to serve the citizens of Estacada.  She thanked staff and encouraged the new council to work hard to get things done in a timely manner.  She stated it has been an honor and pleasure to work with all the councilors and thanked them for working with her.
