1. CONVENE
MEETING
Mayor
Austin opened the workshop at 6:00 pm.
Present: Cr. Hartwig, Cr. Stauffacher, Cr. Atkinson,
Cr. Gavic, Mayor Austin, CP mcCallister, CM Ealy, CR Carey, PWS Strawn.
Absent: Cr. Troeh, Cr. Butcher.
2. PROCEDURE FOR ANNEXATION
CP McCallister reviewed the annexation procedure
outlined in the city code. He explained
the abatement requirement and stated that it is there to limit non-conforming
uses. The applicant always has the
option to submit a zone change for a use.
The council can also accept an application in part and not allow non-conforming
uses to annex unless they are willing to abate the non-conforming use. The council can also revise the code and take
out the requirement. The council could
change the code to only allow annexations where the property owner has
consented.
PWS Strawn
explained the infrastructure capacity of the city and how this relates to
annexations. He answered questions from
the council regarding capacity.
Staff answered
questions from the citizens.
D.J. Blue –
Commented on the non-conforming use issue and asked the council to take a look
at the area along the old highway and the uses currently there when zoning the
area during this comp plan review.
