ESTACADA CITY COUNCIL MEETING MINUTES

ESTACADA CITY HALL, COUNCIL CHAMBERS

475 SE MAIN STREET, ESTACADA, OREGON

MONDAY, APRIL 22, 2002 - 8:00 PM

 

A.        CALL TO ORDER BY PRESIDING OFFICER                                         

 

The meeting was called to order at 8:00 pm.  Mayor Austin led in the pledge of allegiance. 

 

Present:  Cr. Hartwig, Cr. Stauffacher, Cr. Gavic, Cr. Atkinson, Mayor Austin, CA Cole, CR Carey, CM Ealy.

 

Absent:  Cr. Butcher, Cr. Troeh.

 

B.        CITIZEN AND COMMUNITY GROUP COMMENTS                    

1.       April Citizen of the Month – Steve Adams & Dorothy Sahr

2.     April Golden Rake Award – Tom & Paula Nelson

3.     Estacada High School State Wrestling Team – Coach John O’Dell

 

Mayor Austin presented Steve Adams and Dorothy Sahr the April Citizen of the Month Award for their work on the community flower baskets.  He also presented Tom and Paula Nelson with the April Golden Rake Award.  Mayor Austin also recognized the Estacada High School Wrestlers that placed in state and their coach, John O’Dell.  Ryan Dunn, Sam Finnigan and Jimmy Grochowsky were in attendance to receive their awards.

 

Ken Johnson – Mr. Johnson wants to locate a tap house and brew pub in Estacada.  Mayor Austin stated that he should continue working with the staff regarding any issues regarding the business.  Mr. Johnson commented on EDU thresholds and what has to happen if those are exceeded.  He would like the city to come up with a fee when the threshold is exceeded instead of the only current option of treating the wastewater on site before emptying into the city’s system.  Council instructed staff to look at this and come back to the council with some code changes if necessary.

 

Lisa Homan – The dinner theatre was a great production.  She also stated that the chamber will be moving their office Friday from the ranger station to the community center.

 

Mayor Austin recognized the SOLV day on Saturday stating that there was major work at the high school, city hall and the community center.  Beverly Anderson coordinated the sponsors, volunteers and work plans.  He thanked everyone that contributed to the project.

 

C.        CONSENT AGENDA                      

1.       Approve April 8, 2002 Council minutes

2.      OLCC Change of Ownership License – Snack Shop

3.      Darrow Road Vacation Request

4.      Resolution 2002 – 8 – A Resolution of the Estacada City Council declaring surplus property.

           

Cr. Atkinson requested that the OLCC license for the Snack Shop be removed from the consent agenda. 

 

Cr. Stauffacher moved to approve the consent agenda.  Cr. Hartwig seconded the motion.  Roll call vote:  Cr. Stauffacher-yes, Cr. Hartwig-yes, Cr. Gavic-yes, Cr. Atkinson-yes, Mayor Austin-yes.  The motion passed with 5 yes and 0 no.

 

Cr. Stauffacher moved to grant the liquor license application for the Snack Shop.  Cr. Hartwig seconded the motion.  Roll call vote: Cr. Stauffacher-yes, Cr. Hartwig-yes, Cr. Gavic-yes, Cr. Atkinson-no, Mayor Austin-yes.  The motion passed with 4 yes and 1 no.

 

D.        2002 STATE OF THE CITY ADDRESS   

 

CM Ealy gave a power point presentation reviewing activities and projects in the city in 2001. 

 

Mayor Austin commented on some positive happenings in the city such as new businesses and the recent passage of the school bond.  There is a lot of pride in the community right now, evident by the clean up day last weekend. 

 

E.        CITIZEN AND COMMUNITY GROUP COMMENTS                    

 

Lisa Homan stated that the chamber will be selling community coupon books.

 

F.         COUNCIL REPORTS & COMMENTS      

 

Cr. Gavic stated that he was going to ODDA conference and he is glad to see Destination Wilderness come to Estacada. 

 

Cr. Atkinson congratulated Beverly for her work on the clean up day.

 

Cr. Hartwig would like to know how many gallons the water plant can make per batch.  CM stated that the plant makes 600,000 gallons per day on average days and 800,000 gallons a day on peak days.  Cr. Hartwig thanked public works for their work around town and all the projects they do.  He also appreciates all the volunteers that helped out on Saturday and especially Beverly.

 

Cr. Stauffacher thanked Beverly and everyone that donated materials and time on Saturday.
