A. CALL TO ORDER BY
PRESIDING OFFICER
The meeting was
called to order at 7:00 pm. Mayor
Austin led in the pledge of allegiance.
Present: Cr. Hartwig, Cr. Butcher, Cr. Atkinson, Cr.
Gavic, Cr. Akins, Mayor Austin, CM Ealy, CR Carey.
Absent: Cr. Troeh.

C. CONSENT AGENDA

Cr. Butcher moved to approve the consent agenda. Cr. Akins seconded the motion. Roll call vote: Cr. Hartwig-yes, Cr. Akins-yes, Cr. Atkinson-yes, Cr. Gavic-yes, Cr. Butcher-yes, Mayor Austin-yes. The motion passed with 6 yes and 0 no.
D. DEPARTMENT &
COMMITTEE REPORTS
Clackamas
County Sheriff’s Report – Dep. Steinhauer stated that there has been an
arrest in the library break-in and that some of the stolen goods were
recovered. The office has been
relocated and carpet will be installed this week.
Bev Anderson
– RARE student – Ms. Anderson updated the council on projects she has been
working on. She presented an Estacada
Business Resource Guide. She informed
the council that there are 25 Portland State Community Development students
that will help facilitate 6 projects through community meetings. They will conduct meetings on the city
hall/library facility issue, a business Economic Improvement District, creating
a downtown inventory, timber park improvements, discussing a database for the
Estacada Community Foundation and downtown revitalization efforts.
Bev has also
been working on a SOLV-it day, April 20th. This will involve cleaning Wade Creek, creating a community space
outside city hall and to clean up and beautify the community center.
Bev has been
working on a Parks & Recreation grant to acquire some land near the pond
property. The Parks & Recreation
Commission has met several times discussing and writing this grant. Bev has also written a grant to Estacada
Community Foundation asking for funds to place a cover on the half-pipe.
Public Works
Report – CM Ealy reviewed the activity report for December. We have contracted for leak detection to
reduce the water loss percentage.
Municipal
Court Update – A violations court has been started making it more
convenient for people to take care of traffic tickets. We have continued to collect the past due
ticket amounts. Clackamas County has
asked the city to participate in providing a diversion panel to handle cases
involving minors such as MIP tobacco.
The sentence, if found guilty, would be community service rather than
monetary fines.
Estacada
Public Library - CM is recommending
to move McKinnon to the title of Library Director. Beth thanked the sheriff’s department for finding the
perpetrators and most of the stolen goods.
She is looking forward to the town hall meetings regarding facility
planning. Last week the county fiscal
officers asked each of the county departments to work up a budget with a 17%
cut. This will be difficult and it will
affect the library budget. CM reviewed
the results from the library survey.
Estacada Area
Arts Commission – Mayor Austin stated the winter arts festival was a
success.
Estacada
Parks & Recreation Commission – No report.
City Manager
Report – CM stated that the city has received a grant from DEQ for the recycling
center and thanked Nancy Spieler of SOLV for writing the grant. CM reviewed his written staff report.
E. COUNCIL BUSINESS
2002 City Business Licenses
– CM reviewed the written report in the packet and stated that the city will
try to follow up on the unpaid licenses this year.
Planning Commission Appointments
– The council voted for two positions on the planning commission with terms
that expire 12/31/02. Dean Holden and
Vincent Pettitt were appointed to the Planning Commission.
Budget Committee Appointments
– The council appointed Brent Dodrill, Michele Cheshier and Susan Campbell to
the budget committee with terms that expire 12/31/2004.
Parks & Recreation
Commission Appointment – Mayor Austin appointed Robert Kowalewski to the
Parks & Recreation Commission for a term expiring 12/31/03 with consent of
the council.
Comprehensive Plan Periodic
Review – CM stated that the letter from DLCD was received officially
directing that a periodic review be conducted for land within Estacada’s urban
growth boundary. This letter also gives
valuable information regarding the process.

G. COUNCIL REPORTS
& COMMENTS
Cr. Butcher
thanked everyone for coming and for all the volunteers submitting applications
for the open committee positions.
Cr. Hartwig
asked if anyone else has been working on Wade Creek. CM stated the Eagle Scouts have worked on the creek. Cr. Hartwig also would like the bus stop
cleaned up on 6th Street – maybe add a garbage can by the bus stop.
Cr. Atkinson
thanked the applicants that applied for the positions.
Cr. Gavic stated
that tonight’s meeting was very fluid and he likes the department heads
speaking. He also stated that he is
concerned with traffic at 3rd and Main and 4th and
Broadway.
Mayor Austin
gave a Clackamas County Coordinating Committee update. There is not too much support for a
county-wide parks and library district but there is support for libraries.
