One-Way Street Grid:
The community feedback
seems to be negative. The only real
problem that the stop signs solve is to make the highway access easier. We would like to try to proceed with other options.
If the Library proceeds with the fire station location, we can go into a partnership with them to also improve the traffic flow at that time.
q Table the issue until the library task force has made their decision on a location. The motion reached consensus with the committee.

CDBG Grant Possibilities:
4th & Main Street
Improvements – Lisa has received more negative comments on the bump-outs than
anything. People feel that the money
could be better allocated on something else.
It might create traffic problems with the bus stop. Some people have commented that the added
color and improvements hinder their vision while driving. They feel that the bump-outs look great but
they don’t understand why we would need them at this intersection. Maybe they would be more useful on Broadway,
rather than Main street.

It was the consensus of the committee
to defer this plan until after the library and the fire department have
released their final plans.

Find out the cost of a traffic study, count
at this intersection. Maybe we should
implement the study before removing the stop signs.
We have heard various public comments
on the 4-way stop @ SE 4th & Main Street. The stop signs make it hard for the truck
route. Why do we need to stop there? It doesn’t hurt that much and it really
doesn’t make too much of a difference in time.
Lisa has heard a lot of positive comments. People seem to like it. It makes the City Hall traffic flow
difficult. The 3rd & Main
Street residents feel safer crossing the road.
Randy has had a comment that they want
to get the signs out of there, it is the main traffic/truck route through
town. The signs stop buses, trucks and
everything else. This can cause a
lengthy back-up on the road.
The 90-day trial period will end after
the library location decision has been made.
We can approach the county and find out about have a down and dirty
traffic study done. We can use that
information to make a recommendation to the Council. The people that don’t like it voice their
opinion loudly. We have a number of
positive complaints but the loud complaints are carrying a lot of weight.

Stop Signs:
People have mentioned the placement of stop signs at
various locations. One comment was to
put stop signs up at NE 2nd & Main Street. They felt that this would slow down the
traffic in the school zone. Normally
there are crossing guards at the intersection that will stop traffic at the
necessary times. Now that they will have
off-street parking there, the vision clearance should be much better. We can cross the road more comfortably,
better vision for both cars and pedestrians.

Neighborhood – Town Hall Meetings:
Have a meeting with school
representatives. Ask the residents what
they feel would make good criteria for a stop sign and speed bump installation
in their neighborhood. (Pierce, Shafford
& Currin Street neighborhoods would be interested in the meetings.)
Set up a Shafford Neighborhood Group
(Special Meeting) @ City Hall. November
20 @ 4:30PM.

CDBG:
We may need to organize a special
meeting for the infrastructure committee.
We can decide which projects we would like to pursue with the CDBG
money. These projects will then be taken
to the City Council for their recommendation.
We may have to meet specially to get it done within the grant deadline
time frame.
