Special Edition Meeting Minutes

November 12, 2002 – 4:30PM to 6:15PM

q       CDBG Grant Possibilities:

q       Water Leaks

The Cliff Lane and the Cup-of-Joe waterline replacement were chosen due to the extensive repairs that have been done in these areas.  There are a number of “band-aid” repair bands that after time, begin leaking.  These lines are in constant need of repairs.

 

q       Water Treatment Plant Upgrades

The existing filters and the generator serve low-income residents.  They don’t just serve the new population.

 

When we initially applied for CDBG funding, they wanted to pick out projects that are in the section of the City that would benefit low-income residents.  They made a piece meal out of the proposed projects and chose the pieces that they felt comfortable funding.

 

The old filters can run the plant alone, however in order to utilize the full demand of 2MGD we would need all of the filters to be working.  It would be cheaper to rehab the old filters while we still can rather than to wait until we are required to purchase new filters.  The new filters cost more to run than the old filters.  We get more run time out of the old filters vs. the new.  The chemical cost is lower with the old filters also.  The old filters backwash once for every 3 time that the new filters backwash.

 

None of our existing portable standby generators can run the plant.  They do not have enough power.  It would not be a portable generator it would be a stationary.  We could live without it, however someday we may regret putting it off.  We are not able to make new water without the emergency generator.  We have to have power to the treatment plant.  If we are out of power for an extended period of time, we are forced to rely on our reservoirs.

 

q       Paving – Main Street

This would not bring us up to the existing improvements.  There are varying levels of reconstruction needed.  Overlay is mainly needed on the Northern Section of Main Street.

 

For the sidewalks on the North side of the street, how do we answer to the property owners that have already done their sidewalks and curb installations?  They will not need to be included in the LID, besides we are assisting the other property owners by offering them the economy of scale.  A large project rather than a small project will decrease the total cost out of their pocket.

 

Pierce Street ˝ Street Improvements Bill wanted to enter into an agreement with the property owners that they could install sidewalks and curbs and the City would assist them In the cost of paving, since we would be repaving the area anyway.  He wanted to pave Pierce street as part of the waterline project.

 

WE will know by January or February what will be funded with the next three years worth of grant money.  It might help them prioritize the funding if we are able to provide them with a schedule of our project funding needs.

 

They will fund projects that remove physical barriers for the handicap and seniors.

1A.         Cup-Of-Joe Waterline Replacement

q       $159,000

The City has been repairing this water line for years.  It is covered with repair bands and is a significant player in the high water loss within our distribution system.  We would like to replace this water line with a new line, thus extending the life of the existing water services to this area.

 

The leaky lines do pose a serious and immediate threat to the health and welfare of the neighborhood and the community.  Any lack of pressure in this line could create a vacuum in the line causing contaminated ground water to be sucked into the line and distributed to the customers.  There are 45 services and meters along this line.  These services include apartments as well as single-family dwellings.

 

1B.    Cliff Lane Water Line Replacement

The City has been repairing this water line for years.  It is covered with repair bands and is a significant player in the high water loss within our distribution system.  We would like to replace this water line with a new line, thus extending the life of the existing water services to this area.

q       Water System Improvements

q       $100,000

Retrofitting of existing filters                

The existing filters are 26 years old and are in need of rehabilitation.  In order to extend the life of the existing filters they need to be cleaned and repainted, with minor repairs implemented.  This project should add 10 to15 years to the life of the filters.

 

q       Street Improvements

Main Street (NE 2nd to SE 3rd) & NE 2nd (from Main to Broadway)

q       $390,000

The concrete base is deteriorated and failing in these areas.  They are all in the main thoroughfare through town, but the streets are within residential areas.  These are main streets for the school bus route as well as the heart of our small community.

 

We have been obtaining the Oregon Department of Transportation SCA grant on an annual basis and slowly making the necessary improvements to Main Street, improving ˝ of one block per year.  These areas are in dire need of some repair.

 

We also want to extend the sidewalk and curb through these blocks to make them ADA accessible.

 

q       Wade Creek Neighborhood Park

q       $610,650

The City of Estacada recently obtained this land through an agreement with Volunteers of America.  The land is currently not being used.  Adjacent to this pond property is a 0.77 acre piece of old lumberyard property that has not been used in almost 10 years.  The existing building has been boarded up.  We are proposing to purchase this land, demolish the building and revitalize this area as a part of our neighborhood park system.

 

There is a creek and a pond on the property.  We would like to develop the area into a neighborhood park. We want to install a restroom, a parking area, ADA accessible and a children’s dock, and also provide some landscaping for the area.  This would include walking paths for the residents to utilize.
