Meeting Minutes

November 28, 2001 – 4:30PM to 6:05PM

 

1)    Call to Order – Bill Strawn

 

2)    Roll Call & Announcements

Present: Randy Ealy, Bill Strawn, Jerry Polzin, Diedre Landon

3)    Rate Condition and Inventory Street System

4)    What methods could be used to rate and inventory the street system?  What would you want to look at?

o       Pavement Condition

o       Miles/Length of Pavement

o       Pavement Width

 

5)    Bill mentioned that we had done an informal rating a few years ago.  It was very simple.  A few sample categories were: good, poor, lousy; fully improved, partially improved.

6)    The council is concerned with the sidewalk to street gaps in pavement.  They have contemplated some type of LID’s, etc.  In the 1970’s while developing the street master plan the City decided that they wanted to obtain a grant to improve all of the streets throughout the City.  The obtained it but it wasn’t enough money to cover paving the whole street width throughout the whole town.  So, they tried to use the grant to match a City wide LID.  Essentially there wasn’t enough support and the LID fell through.  So, the City paved the middle of the street, and the residents had the option of paving if they wanted to.

7)    The City had an ordinance passed that stated any improvements to your property that were valued at $6,500 or more required the installation of sidewalks and curbs as well as underground utilities.  Now that has been raised to a limit of $15,000 worth of improvements, we aren’t able to catch as many homes with this new higher limit of improvement value.

8)    Approving LID’s has been a challenge in the past.  Block grants are always an option, but they mainly focus on strategy areas (for example: distressed areas, etc.) so you need to form your proposal to meet their strategy area.

o       Will John Henry be completing his street improvements as well as his sidewalks and curbs?  His sidewalks and curbs are almost complete.

 

9)    Status Reports:

10)    2002 SCA Project (SE 3rd & Main Street) ~

o       The engineering contract has been awarded to Curran McLeod.  They will be signing the contracts and returning them to our office within the next week.

 

11)    Reservoir #3 ~

o       The reservoir is now on-line.  We are working out some bugs, but it is now considered substantially completed.  It holds ˝ million gallons of water.  The 2nd contractor got right to work and got it done.  Cazadero Heights Subdivision is receiving water from the new reservoir.

 

12)    Water Treatment Plant Update ~

o       This is very close to being substantially complete.  We are making water on the new filters now.  It is good to have the whole crew there while trouble shooting, it helps with any potential future problem solving.  We will schedule the substantial completion inspection when Pete returns to the office.

 

13)    Shafford Street Speed Bumps ~

o       The council has approved the installation of speed bumps on Shafford.  Randy and the residents will put together a finance package to cover the installation.  Signs will run about $600 per speed bump.  There will be 1 or possibly 2 bumps installed.  Pavement alone might be about $1,600 for the project.  (They are proposing the bumps at two locations: 1-Ken Mahlums’ driveway and 2- one towards the new stop signs.)

§       Jerry feels that cars have slowed down since the installation of the stop signs.

§       We will need to pave on either side of the bump so that you can put the speed bumps all the way to the curb.  This will prevent cars from driving around them in the gravel.

§       No one is sure if Shafford Road was built to the crown.

 

14)    Local Improvement District (LID) ~

15)    There are a number of measurements that you can use to assess and LID.  For example:

o       Frontage in Lineal Feet

o       Property Area

o       Residential Units

 

16)    Water Loss Report ~

17)    The report showed a 47% loss for the last two months.  We received an updated leak detection proposal, call and schedule the leak detection.  (It is attached to the minutes.)

o       The water costs more to produce than we make distributing it.

o       Get quotes on fixing some lines.  Schedule some work.

o       Can we raise the bulk water rate so that the out of town customers pay more for the water that they receive?

 

18)    Misc. Topics ~

19)    Possible Grants for Improving Streets ~

o       Infastructure Bank (ODOT)

o       Special Public Works Fund

o       Region 1 – State Money (small pot of money, good for small projects)


20)    PGE Rate Increase ~

o       Sewer Department – 58% increase

o       Water Department – 51% increase
