1. CONVENE

Mayor
Austin opened the workshop at 6:00 pm.
Present: Cr. Butcher, Cr. Akins, Cr. Hartwig, Cr.
Atkinson, Cr. Gavic, Mayor Austin, CM Ealy, CR Carey.
Absent: Cr. Troeh.
2. URBAN RENEWAL DISTRICT DRAFT REPORT –
Jeff Tashman
CM Ealy reviewed
what an urban renewal study is used for and why. CM introduced Jeff Tashman, the consultant
that developed the feasibility study.
Mr. Tashman
explained urban renewal. He explained
the information in the feasibility study and reviewed the map on page 4. Mr. Tashman reviewed the recommendations on
page 15. The number 1 priority is
subarea 1: downtown. The recommendation
is that a workable urban renewal district can be achieved for subarea 1 and the
North Main Street and NW 6th portion of subarea 2, approximately 59
acres at a value of $21 million. Urban
renewal is always used in addition to other money – grant money, property owner
participation, etc.
Mr. Tashman
answered questions from the council.
The next step
would be to get community input and support for the plan by having information
in the paper, present the concept at community meetings and possibly hold a
town hall with the council. A plan would
have to be adopted by September 2002 in order to obtain the current property
valuations.
Larry Long, Fire
Chief, Estacada Fire District – Mr. Long is very glad that the fire district
has been involved up front and early in the process. The fire district is also interested in
making some improvements in the downtown area because of fire safety
issues.
