MONDAY, OCTOBER 29, 2001 - 7:00 PM

 

A.     CALL TO ORDER BY PRESIDING OFFICER                        

 

The meeting was opened at 7:00 pm.  Mayor Austin led in the pledge of allegiance. 

 

Present:  Cr. Hartwig, Cr. Butcher, Cr. Akins, Cr. Atkinson, Cr. Gavic, Mayor Austin, CM Ealy, CA Cole, CR Carey.

 

        Absent:  Cr. Troeh.

 

B.     CITIZEN AND COMMUNITY GROUP COMMENTS                

 

Mayor Austin presented the Golden Rake Award to Ellen Sileo, 415 N. Broadway and the Citizen of the Month Award for October to the EHS Leadership Class for the community clean up and homecoming activities.

 

Steve Stone, 25355 SE Frog Pond Lane, Eagle Creek – Mr. Stone thanked the community for their support of the Boo-fest on Saturday.  He distributed a handout regarding business incentive opportunities for the city of Henderson, Arizona.   

 

C.     CONSENT AGENDA      

1.     Approve October 8, 2001 Council minutes

2.     Accounts payable

 

Cr. Butcher moved to approve the consent agenda.  Cr. Akins seconded the motion.  Roll call vote:  Cr. Hartwig-abstain, Cr. Butcher-yes, Cr. Akins-yes, Cr. Gavic-abstain, Cr. Atkinson-yes, Mayor Austin-yes.  The motion passed with 4 yes, 0 no and 2 abstentions.

 

D.     STAFF AND DEPARTMENT REPORTS

 

Clackamas County Sheriff Report – No report.

 

Estacada Area Arts Commission Report – Ellen Radcliffe, Chair, updated the council on this year’s arts commission activities and upcoming events.   

 

Parks & Recreation Commission Report – CM Ealy reported that the commission is very busy looking at improvements to the timber park and looking at land acquisition for smaller community parks.  Beverly Anderson is working on some grants regarding parks. 

 

Public Works Activity Report – The council reviewed the public works activity report included in the packet and made some suggestions to make it easier to read. 

 

Commission/Committee Vacancies – There are open positions on the Parks & Recreation Commission and the Infrastructure Committee. 

 

E.     CITY MANAGER REPORT

 

CM discussed the current tax rates released on the recent tax statements. 

 

CM reviewed his staff report included in the packet and reviewed the timelines of projects that the city is working on.  

 

F.      COUNCIL BUSINESS

1.    Ordinance Series of 2001, No. 6 – An Ordinance repealing Sections 6.04.010, 6.04.020, 6.04.030, 6.04.040, 6.04.050, and 6.04.060 and adding Section 6.04.070 relating to dog licensing and control.

 

CR Carey read Ordinance Series of 2001, No. 6 for the first time.

 

2.     Ordinance Series of 2001, No. 7 – An Ordinance repealing Sections 10.24.010, 10.24.020, 10.24.030, 10.24.040, 10.24.050, 10.24.060, 10.24.070, 10.24.080, 10.24.090, 10.24.100, 10.24.110, 10.24.120, 10.24.130, 10.24.140, 10.24.150, 10.24.160, 10.24.170, 10.24.180, 10.24.190 and adding Section 10.24.200 relating to vehicle parking and towing.

 

CR Carey read Ordinance Series of 2001, No. 7 for the first time.

 

3.     Resolution 2001 – 22 – A Resolution of the city council of Estacada approving placement of traffic signs on Shafford, Pierce, Wade and Zobrist Streets in accordance with Section 10.04.030 of the Estacada Municipal Code.

 

Cr. Butcher moved to adopt Resolution 2001 – 22 – A Resolution of the city council of Estacada approving placement of traffic signs on Shafford, Pierce, Wade and Zobrist Streets in accordance with Section 10.04.030 of the Estacada Municipal Code.  Cr. Hartwig seconded the motion.  Roll call vote:  Cr. Butcher-yes, Cr. Akins-yes, Cr. Hartwig-yes, Cr. Atkinson-yes, Cr. Gavic-yes, Mayor Austin-yes.  The motion passed unanimously.

 

G.     CITIZEN AND COMMUNITY GROUP COMMENTS        

 

Lisa Holman, Executive Director, Chamber of Commerce – Ms. Holman invited everyone  to a holiday decoration/parade meeting Thursday, November 1st at 7:30 pm at the Estacada Community Center.

 

H.     COUNCIL REPORTS & COMMENTS                  

 

Cr. Gavic feels the community is being proactive.

 

Cr. Atkinson complimented the city for the neon signs and other street improvements. 

 

Cr. Hartwig is looking forward to the next 18 months and everything the city will be addressing.

 

Cr. Akins and Butcher thanked everyone for coming.

 

Mayor Austin handed out information regarding three county committees he is involved with – Complete Communities, Clackamas County Concurrency Project and the Clackamas County Coordinating Committee. 

 

 

 

I.      EXECUTIVE SESSION – ORS 192.660(1)(h)             

 

Mayor Austin closed the regular meeting and went into executive session for the purpose to consult with counsel concerning current litigation and litigation likely to be filed.  He identified ORS 192.660(1)(h) as authority for the executive session.  There were no news media present.  PWS Strawn was also present for the executive session in addition to the council and staff listed above.

 

Mayor Austin reopened the public meeting.

 

J.      ADJOURNMENT OF MEETING

 

        The meeting was adjourned at 8:50 pm.
