Minutes of the September 26,
2001, Meeting

Chairman (Ch) Turk called the meeting to order at 7:10 P.M.
A motion by Commissioner Peterson, seconded by
Commissioner Waggy to approve the minutes of the June 27, 2001, meeting was
unanimously approved.
A motion by
Commissioner Peterson, seconded by Commissioner Waggy to approve the minutes of
the July 25, 2001, meeting was unanimously approved.
STAFF REPORT
A staff report was not presented at the meeting.
Commissioner (Cm) Irwin apologized for the delay of the
official “opening” for the half pipe. He
stated he has been unable to get help.
Cm Irwin explained he has called around asking for help. He has received verbal confirmation for
volunteers to assist with work on the half pipe, but nobody has physically
showed up to assist w/this project. Cm
Irwin informed P&R it would be several weeks before the kids could utilize
the half pipe. He expressed concern over
a safety issue as well. Local kids have
been skating on the unfinished structure.
Cm Irwin spoke with Bill Strawn regarding horseshoe pits in
the Timber Park. Cm Irwin was told to
go ahead and begin the process for construction of the pits. When he spoke with Ron Smith, Cm Irwin was
informed P&R was responsible for installing the horseshoe pits. He added Mr. Smith believed Bill Strawn was
going to put a road through the proposed pit area. Cm Irwin spoke with City Hall staff and was
informed the City Manager (CM) would like to speak to P&R for clarification
regarding the horseshoe pits.
Cm Larry Adamson submitted a letter of resignation from
P&R.
Ch Turk spoke with an individual who expressed interest in
P&R. The person was encouraged to
submit an application to fill one of the two P&R vacancies.
Half Pipe – Update from Cm Irwin. SOLV Grant Coordinator, Nancy Spears, will
submit paperwork for further processing.
Updates on other SOLV projects were not provided.
Ch Turk asked P&R members to review draft survey and
provide comments.
Cm Peterson recommended adding additional comments to
Neighborhood Parks. She explained there
are neighborhood parks with picnic tables and benches, and some with tot
lots. Cm Peterson also recommended
placing the surveys in the library.
Ch Turk asked P&R how the surveys should be
distributed. She recommended
distributing surveys to each grade school, the Jr. High and the High
School. She explained the graphics on the
survey would be different depending on the grade level. Ch Turk asked for assistance contacting the
schools to determine a process for distribution to the students and how many
copies will be needed.

Cm Irwin recommended including the survey in the CNN (as a
flyer).
Cm Peterson stated she had met with a group of people,
including the CM, Bill Strawn, the high school principal, two fish biologist
(from the school), and a watershed steward representative. A partial survey of Wade Creek was
conducted. The group couldn’t observe
the creek through the lumberyard property.
Cm Peterson provided general information on Wade Creek. The creek enters the Clackamas River at the
Timber Park. The waters around the
Timber Park are less disturbed than up-stream (e.g. a lot of blockage in
lumberyard). She added Oregon Department
of Fish and Wildlife (ODFW) suggested the City purchase trash cans to collect
garbage around Wade Creek. Nancy Spears
(SOLV) recommended a small project in front of the high school. She suggested planting native trees/plants
and removing the invasive black berry bushes.
Cm Peterson added there are basically two things the City can do with
Wade Creek:
1) Clean
up the litter, beginning at the high school, ending at the Timber Park.
2) Do
something to Wade Creek in front of the high school. Remove black berry bushes and plant native
trees/plants. Work would be coordinated
with the biology teachers and the creek could be utilized as a learning
station.
Cm Irwin stated he was contacted by an individual at
Rivermill and asked if P&R would be interested in play equipment the school
is getting rid of (monkey bars). He
stated the school plans to remove the play structure within two weeks because
the new equipment is due to arrive.
A motion by
Commissioner Irwin, seconded by Commissioner Peterson to have P&R recommend
City Council accept playground equipment from Rivermill School (which includes
removing equipment from site, temporary storage, and reinstallment at the
Timber Park) was unanimously approved.
Cm Peterson stated old playground equipment, which is
reinstalled, may not be covered by liability insurance.
Ch Turk stated she would submit changes to the Timber Park
Master Plan to the City for typing. She
will then forward a copy to City Council.
There were no citizen’s concerns or comments given
Ch Turk stated she would like
to find out how much money is currently in the P&R budget.
