ESTACADA PARKS AND RECREATION COMMISSION

Minutes of the June 27, 2001 Meeting

City Council Meeting Room, 7:00 P.M.

 

Present:  Larry Adamson, Kristina Engelbrecht, Curtis Irwin, Diana Turk, Janelle Waggy, and Councilor Gavic.

Absent:  Pamela Peterson (excused absence).

 

Vice Chairman Engelbrecht called the meeting to order at 7:08 P.M.

 

The meeting was taped for local cable.

 

A motion by Commissioner Irwin, seconded by Commissioner Adamson to approve the minutes of the March 28 and April 25, 2001 meetings were unanimously approved.

 

STAFF REPORT

A staff report was not presented at the meeting.

 

UNFINISHED BUSINESS

Half Pipe

Commissioner (Cm) Irwin updated P&R on the half-pipe donations.  Currently, $1,300 has been collected.

 

Cm Irwin encouraged P&R members to attend a June 28, 2001 public meeting regarding the half-pipe.  The discussion will be held at the Community Center between 5:00 – 7:00 P.M.     A final location determination for the structure will be made by the City Council.  Volunteer time and material donations will also be requested at the meeting.  Mayor Austin and school board members are expected to be in attendance.

 

Horseshoe Pits

The developer of  the Cazadero Heights informed Cm Waggy horseshoe pits would be installed in the new City Park located in the sub-division.

 

Cm Irwin gave an update of  horseshoe pit materials for the Timber Park.  Sand is still needed for the pits.  Cm Irwin stated he would get in contact with the SOLV to coordinate efforts on the project (horseshoe pits were included on the SOLV project list).

 

Parks and Recreation Vacancy

One position remains vacant.  Three positions must be filled with residents living within City limits, and the remaining four positions may be filled with residents living within/or outside City limits.

 

Pocket Park Update

Pocket parks were included on the SOLV project list.  Chairman (Ch) Turk would like to work on a grant for pocket parks.

 

Survey Update

Ch Turk is working on finalizing the text.  Distribution is tentatively scheduled for fall 2001.  She informed P&R of  City Council’s  approval of the survey. Cm Adamson suggested the surveys be distributed independently of the school information packets, which are sent home the first week of school. 

 

Wade Creek Update

Wade Creek was included on the SOLV project list.  Cm Peterson will provide updates on this project.

 

Work Session Report

Ch Turk is working on an updated edition of the Timber Park Master Plan.  She will submit the proposed plan changes to City Council for approval.

 

NEW BUSINESS

No new business was discussed.

Citizen concerns/comments were not provided.

 

COMMISSION REPORTS AND COMMENTS

Ch Turk informed P&R members of upcoming Big Stink concert at the Timber Park.  She stated one dollar from each ticket sale would go into the P&R budget.

 

Councilor Gavic provided several updates to P&R members.

       -SOLV grant is limited to $250 per project.  The deadline is scheduled for October 2001.

       -City Council meeting dates have been changed from the 1st and 3rd weeks to the 2nd and  4th weeks of the month.

        -There has been a decrease in the number of concerts being held at Portland Meadows.

        -PGE has recently completed work at Promatory Park and Faraday.
