ESTACADA PARKS AND RECREATION COMMISSION

                                       Minutes of the July 25, 2001 Meeting

                              City Council Meeting Room, 7:00 P.M.

 

Present:  Kristy Engelbrecht, Curtis Irwin, Pamela Peterson, and Diana Turk

Absent: Larry Adamson, and Janelle Waggy (excused absence).

 

Handouts: Updates (memo) from City Manager, Randy Ealy (dated March 28, 2001), Opinions of Locations of the Half-Pipe at the Estacada Timber Park from Curtis Irwin.

 

Chairman (Ch) Turk called the meeting to order at 7:03 P.M.

 

A motion by Chairman Turk, seconded by Commissioner Irwin to table the minutes of the June 27, 2001 meeting was unanimously approved.  Copies of the minutes were unavailable.

 

STAFF REPORT

A staff report was not presented at the meeting.

 

Ch Turk read the update from City Manager, Randy Ealy.  She also announced that Cliff Gavic was unable to attend this P&R meeting, but that he is still interested and supportive of the work we are doing.

 

UNFINISHED BUSINESS

Half-Pipe

Commissioner (Cm) Irwin updated P&R on the half-pipe meeting that was held on July 7, 2001.  During the meeting, the group took a tour to see the half-pipe, and to access what building materials will be needed. 

 

Cm Peterson suggested using metal on top of wood, like the City of Lake Oswego used in their park.  She said that she will approach Estacada Sand and Gravel for donation of a load of gravel.

 

Cm Irwin announced that during the Estacada Art Festival, a local artist donated a wooden statue that raised approximately $25 toward the Half-Pipe Project.  There are now over $1,500 to use for the completion of the project. 

 

Cm Irwin presented another fundraising idea.  In the past, there was a map of a tunnel from Estacada to Hawaii.  He suggests that we change the idea to a skateboard tunnel.  People wanting to donate funds will purchase a mile of tunnel.  The owner of Cada corner, Pam Engel, said that she would take responsibility for the artwork.

 

The next meeting is scheduled for July 31, 2001 from 6:00-8:00pm at the Estacada Community Center.  Cm Irwin invited all of the P&R commissioners.

 

 

 

 

 

Horseshoe Pits

Cm Irwin informed P&R that he has enough material for 4 pits (vs. the previously reported amount of 8 pits)

 

Ch Turk asked how many pits were located at the Timber Park in years past, and she suggested that Cm Irwin, Bill Strong, and herself schedule a time to scout out the best location for the horseshoe pits.

 

Cm Irwin will contact the local national organization to obtain guidelines for setting up horseshoe pits.

 

Cm Irwin made a motion to install 4 horseshoe pits.  It was voted on and unanimously approved.

 

Cm Irwin announced to the group that he has been volunteering to help the library get 14 new picnic tables.  Ch Turk noted that his work with the library is that of a volunteer and is not part of the P&R Commission.  However, she is very supportive of all his community involvement, and thanked him for the update.

 

SOLV Update

Ch Turk read the top ten list of projects that the community decided to work on.  She also indicated that the training SOLV provided was beneficial.  They provided good information such as volunteer recruitment, volunteer release forms, etc.

 

Ch Turk suggested talking with Nancy from SOLV to extend deadlines for project completion.  Currently, the projects need to be completed by October to receive grant funds.

 

Cm Engelbrecht suggested inviting a representative from each of the project groups to our P&R meetings to give updates.  She said that she will contact representatives from each group.

 

Survey

Ch Turk will provide a handout on the draft for the P&R survey next month. 

 

P&R Vacancy

One position remains vacant. However, Barbara Scheurer has put in a letter of interest for the vacancy.  City Council will be reviewing applications at the next City Council meeting.

 

NEW BUSINESS    

Cm Irwin suggested a block sale to raise money for the beautification of Estacada.  This idea came from a local business owner in the downtown Estacada area.

 

Ch Turk announced that there will be a festival on July 28, 2001 at the Timber Park.  A local Spanish radio station is hosting this event.  She also announced that the Big Stink will be held at the Timber Park this year.

 

CITIZENS CONCERNS AND COMMENTS

Barbara Scheurer, a local business owner, said that she was attending the meeting to find out how the skate board park project was going, and to see how our meetings were held.  She is applying for the vacant P&R position.

 

 

COMMISSION REPORTS AND COMMENTS

 

Cm Peterson stated that she was glad to be back from her absence when she was involved with the Master Watershed Program.

 

Cm Irwin expressed that he hopes to see Barb on the Commission at the next meeting.  He also thanked everyone on the commission for their support and hard work.

 

Ch Turk is looking forward to working together on our projects.

 

Next meeting is scheduled for August 22, 2001
