In attendance:  Bob Austin, Randy Ealy, Victoria Boettcher, Jo Cherry, Cliff Gavic, Dianna R. Turk, Linda Malz, Gary Warkentin, Cliff Atkinson, Roni Rose, Glenn Byhre, Jack Townes, Don, McGregor, Pete O'Neal, Tom Nelson, Kay Nelson

 

The meeting was convened at 7:10 PM by Mayor Bob Austin.

 

I.                   The membership list was distributed to all attendees for review and correction.  Traci Hovda at City Hall has indicated that she would appreciate having participants' e-mail addresses for ease of notification.

II.                Introduction of ECAT participants.

III.             It was moved and seconded that the minutes be approved as read.

IV.            Randy Ealy said he hears people asking, "What is ECAT?"  He stated that this may be the most collaborative group in town.  The Governor's Community Solutions Team will be hosted in Estacada next month (April 30).  The topic of discussion will be a Community Incentive Fund, and a 3 - 5 year plan for revitalizing the downtown core.  Some items that came up in our roundtable discussion included:

*   Grow ECAT through additional partnerships

*   ECAT a part of City's comprehensive plan

*   Are city landowners on board with the plan?

*   Fundable projects, ready to go 2 months after approval

*   Page 3 of the Strategic Plan - Implementation of Strategic Plan

*   Jo Cherry talked about how the community of Philomath came together to build a library (similar project in Molalla)

*   Tri-Met seeking input re: additional service (grant opportunity); we have no needs assessment; should we set goal/strategies and interface with one of the building blocks for development (community of Sandy as example)

*   Identify additional/unrepresented groups groups (ministerial associations, arts commission, school district, Job Corps, Chamber of Commerce, etc.)

*   Three-part series in Clackamas County News (East County Gazette, Steve Amick/Oregonian as well): where we started, where we are now, where we're going

*   County Commissioners hold one of their meetings in Estacada

V.               Election of chairpersons for workgroups:

*   Quality of Life:  Dianna Turk, Cheri Linglebach, Jack Townes  (should Goal 1 be Goal 1?)

*   Business Development:  Cliff Gavic, Don McGregor, Pete O'Neal, Glenn Byhre, also will check with Mike Park to see if he would like to serve in this capacity.  Would people be interested in planning another strategy for the north end of town - 71 acres of Fred Campanella's property?

*   Workforce Development:  Roni Rose, Victoria Boettcher, Jesse Ayala (Roni will call Penny Kampf to see if she would be interested in serving)

*   Infrastructure:  Randy Ealy, Victoria Boettcher, Bob Austin (Randy will contact Cliff Atkinson, also)

 

Our next meeting will be held April 23, at the Community Center, 7 - 9 PM.  Bob or Randy will invite Fred Campanella to this meeting.
