The
meeting was convened at 7:09 PM by Mayor Bob Austin.
The
minutes were approved as written.
City
Manager, Randy Ealy, gave an overview of plans and ideas for the April 30
Community Solutions Team meeting. This
is the group that administers lottery dollars tabbed for competitive community
projects that seek to revitalize distressed communities. Some of the concepts brought forward have
been
Family wage jobs
Transportation improvements; reduce congestion
Local enterprise
Develop a specific city block
Mixed use (retail downstairs, living space upstairs)
It
will be important for property owners to state their interests and ask for
assistance. Cliff Gavic will call and
invite downtown property owners and managers as part of the outreach effort. Cliff Atkinson will donate the use of a
15-passenger van to transport the Community Solutions Team on their tour of
Estacada.
The
question was brought forward: What would
get the residents of Estacada excited about local business; increase foot
traffic into downtown? Why is it that
some landowners aren’t putting dollars into their buildings/business; has
anyone asked? Estacada has no bowling
alley or theater (family activity). An
earlier marketing survey showed 75% support for a YMCA. Randy Ealy will be meeting with the head of
the Clackamas County Library System to talk about our library branch buying
City Hall in order to expand.
We
took a short break, then met in our workgroups to review, prioritize, and
develop strategies. After an hour each
group reported out as follows:
QUALITY
OF LIFE:
Goal One (Provide at least 5 new positive
recreational and cultural opportunities…) should remain Goal One
Gary Warkentin will communicate with School District
administrators to encourage their participation
Phil Linglebach will be the contact for the YMCA
project
Parks and Rec.
Commission is working on Strategy 3 (earmark property for a park within
the city)
Waiting for Jack’s input regarding the library
Arts Commission was not represented this evening
Pending – exploring formation of a (part of county?)
Parks & Rec. District to support the YMCA, city park, and community center
INFRASTRUCTURE
Goal Two (Improve existing roads, curbs, and
sidewalks…) is now Goal One.
Start in ‘walker’ area of schools and expand out
from there
Infrastructure committee meets May 1 wants lots of
public imput
Coordinate with school district and city master plan
Create LID with homeowners for matching funds
WORKFORCE
DEVELOPMENT
Goal One (provide training and develop
partnerships…) is ‘on-going’ and ‘going on’ through Clackamas Community College
– ESL classes; GED in Spanish; AOD prevention classes, Tues., Comm. Ctr, 6-8PM;
computer skills classes
Job Access grant dollars to fund a year of operation
and maintenance of a Tri-Met shuttle in 2002 to access health services,
hospitals, job services
Goals 2 and 3 issues are supported by the Workforce
Investment Act; One-Stop outreach centers in Sandy and Molalla (and Estacada??)
BUSINESS
DEVELOPMENT
A sign on Highway 224 to advertise local business
(Mike Park property? Chamber kiosk?)
Uniformity in design of signage
Standards/ordinances enforced
Create better traffic flow in and through the town
Preparation for Community Solutions Team visit to be
prepared and unified
Our
next meeting will be held May 29 (Tuesday, because Mon. is Memorial Day), 7-9

City
Manager, Randy Ealy, convened the meeting at 7:00 PM. Introductions by
participants.
7:15
– 8:00 Randy gave an overview of three
projects:
Community Incentive Fund – a January deadline to
apply for $250,000 to use to partner with downtown property owners to leverage
a $2 million downtown beautification project – could involve developing a ‘theme’
for Estacada – should include mixed-use space
A Gateway project – ODOT-funded engineering drawings
– that would involve improvements along a half mile section of 224 to better
define Estacada’s civic identity
HB 2142, $1.25 million to increase traffic capacity
on 4th Street and Main Street, and add traffic signals and other
improvements – due Oct. 5

– 9:05 After a short break, participants
broke into three work groups, each discussing one of the three projects.

– 9:20 Report out by groups:
Gateway project – road median with plantings,
artistic signage (eg. St. Helens), flower baskets and street lights, benches on
sidewalks, underground power lines, signs for businesses, bridge over Hwy 224,
public restroom, Springwater Corridor (cyclists)
CIF – contact downtown property owners (commit to
re-invest in property, incl. backs of buildings), painting scheme, theme, study
of tenant mix (survey what people would like to buy in Estacada), professionals
(attract health/dental occupations?)
HB 2142 – projects H, I, L; transit center at gravel
parking lot; beautification ideas mentioned by other groups
