ESTACADA PARKS AND RECREATION COMMISSION

                                      Minutes of the April 25, 2001 Meeting

                              City Council Meeting Room, 7:00 P.M.

 

Present:  Larry Adamson, Curtis Irwin, Pamela Peterson, Diana Turk, and Janelle Waggy

Absent: Kristy Engelbrecht (excused absence).

 

Handouts: Skateboard Ramp Donations (current to April 23, 2001), P&R Recommendations to City Council (dated March 28, 2001),  Resolutions (2001-5, 1997-2, 1996-16), and portions of the Oregon Foundation DataBook (grants).

 

Chairman (Ch) Turk called the meeting to order at 7:08 P.M.

 

The meeting was taped for local cable.

 

A motion by Commissioner Adamson, seconded by Commissioner Peterson to table the minutes of the March 28, 2001 meeting was unanimously approved.  Copies of the minutes were missing pages 2 and 4.

 

STAFF REPORT

A staff report was not presented at the meeting.

 

UNFINISHED BUSINESS

Half-Pipe

Commissioner (Cm) Irwin updated P&R on the half-pipe donations.  Currently,  $1,254.91 has been collected.  Donation jars will remain in local businesses to assist in collecting contributions. Cm Irwin stated the half-pipe is ready to be moved once a final location has been selected.

 

Grant Update

Chairman (Ch) Turk informed members that P&R would not be receiving any grant money from the Hardy Plant Society.  She received a letter of dismissal from the society. 

 

Cm Engelbrecht provided information from the Oregon Foundation DataBook.  She asked members to take a look at the information and provide feedback on which grant(s) P&R should consider working on.  Ch Turk asked for volunteers to work on grants.  Cm’s Adamson and Waggy agreed to help with some grant research and preparation (time permitting).  Cm Irwin agreed to assist with project research (help with materials and pricing).

 

 

 

 

 

 

 

Horseshoe Pits

Cm Irwin informed P&R the location for the horseshoe pit has already been selected.  He reminded members he initially approached the Commission with this project back in March, but P&R decided to add the horseshoe pits to the April agenda.  Cm Irwin stated he is no longer interested in working on this project. Cm Irwin stated he would give the materials for the horseshoe pits to P&R.  He stated recreational pits need sand and professional pits require clay. There are enough materials to build six horseshoe pits.  Cm Adamson recommended contacting the Job Corps regarding installations of the pits.  He will contact Bill Strawn as well.

 

P&R Vacancy

One position remains vacant. Recruitment will be placed in the paper.  Three positions must be filled with residents living within City limits, and the remaining four positions may be filled with residents living within/or outside City limits.

 

Survey

Ch Turk provided a handout on the draft P&R survey.

 

Wade Creek

Cm Peterson stated she would recommend a class field trip to Wade Creek (she will talk to her class leader).  She believes Wade Creek would be a great class project.  Follow-up in August 2001 meeting.

 

NEW BUSINESS    

Work Session

A work session was scheduled for Sunday, May 20, 2001.  P&R will discuss the Timber Park Master Plan.

 

CITIZENS CONCERNS AND COMMENTS

Concerns/comments were not provided.

 

COMMISSION REPORTS AND COMMENTS

 

Cm Peterson stated she would not be representing the Commission if she proceeded to work Wade Creek as a class project.  She also informed P&R she will not be attending the June and July meetings.

 

Cm Adamson stated he would not be attending the July P&R meeting.

 

Cm Waggy stated she would not be attending the August P&R meeting.
