ESTACADA PLANNING COMMISSION MINUTES

CITY HALL

THURSDAY, JULY 26, 2001 - 7:00 PM

 

1.                   CALL TO ORDER

 

The meeting was called to order at 7:00 pm.

 

2.                 ROLL CALL

 

Present:  Cm. Sager, Cm. McGregor, Cm. Crosby, Chrm. Cameron, CP McCallister, Amy Platt.

 

Absent:  Cm. Erickson, Cm. Coyle, Cm. Durham.

 

3.                 APPROVAL OF THE JUNE 28, 2001 MINUTES

 

Cm. McGregor moved to approve the June 28, 2001 minutes.  Cm. Crosby seconded the motion.  Motion passed 2-0, with 2 abstentions (Cm. Crosby, Cm. Sager).

 

4.                 PUBLIC HEARING

 

  1. Subdivision Application #2001-1 - The Applicants, Glen Pershing & William Pierce, are requesting a 6 lot subdivision for property described as 34E, 28B, tax lots 2400, 2401 & 2500, which is zoned R-1 (low density residential) - Espinosa Road.

 

Chrm. Cameron closed the Planning Commission meeting and opened the public hearing.  He asked for abstentions or ex-parte contact, there was none.

 

Chrm. Cameron read a statement regarding evidence. 

 

CP McCallister reviewed the staff report, which recommends approval. 

 

Glen Pershing, 1250 SW Douglas Road, Portland, is not intending to use a private drive. 

 

The Commission discussed the application and asked questions of the applicant.  Consensus was to delete the last sentence in condition #7 and add a condition #16 stating no private driveway.  The applicant is satisfied with the conditions.

 

Carrie Wheeler, 480 SE Shafford Street, wanted clarification with what is happening, is the applicant turning 3 lots into 6?  She is concerned with the amount of traffic on the road.

 

Chrm. Cameron closed the public hearing and reopened the Planning Commission meeting.

 

The Commission discussed the variance.  Cm. Crosby moved to eliminate the last sentence in condition #7 and add condition #16 stating no private drives.  Cm. McGregor seconded the motion.  Motion passed 4-0. 

 

Cm. Sager moved to approve Subdivision Application #2001-1 as amended.  Cm. McGregor seconded the motion.  Roll Call Vote:  Cm. Sager - yes, Cm. Crosby - yes, Cm. McGregor - yes, Chrm. Cameron - yes.  Motion passed 4-0.

 

Cm. McGregor would like Commissioners to contact City Hall on the Tuesday before each meeting to verify if they can attend the meeting or not to avoid last minute changes.

The meeting was adjourned at 7:35 pm.
